3Section 203 of the PHS Act, United States Code
42, Section 2, authorizes the establishment of an
inactive reserve within the PHS Commissioned
Corps for the purpose of securing a reserve for
duty in the Service in times of national
emergency.
4- Who is Eligible to Join the PHS Inactive Reserve
? - lt 20 years of extended active duty
- Direct Appointment (Commission)
- Commissioned Officer Student Training
and Extern Program (COSTEP) -
5Officer Responsibilities
- Maintain on file with the Inactive Reserve
Program Office/OCCO - -A current Curriculum Vitae (CV)
- -A File Copy of your current professional
license as required (if required) per the
Appointment Standards of your Category (e.g.,
Veterinarian, Nurse, Dentist, Pharmacist, etc. - -Provide notification information to include
current mailing addresses, electronic mail and
phone numbers.
6Officer Responsibilities
-Must respond to any official PHS
correspondence within the allotted
timeframe -Must submit a Report of Medical
Examination Form SF-88 (DD 2808) within 5 years
to Medical Affairs Branch (MAB) and/or Division
of Commissioned Corps Assignment (DCCA) -Must
submit a Report of Medical History Form SF-93
(DD 2807-1) and Supplemental Medical History
Record (PHS-6379) yearly to DCCA.
7- Conditions of Service in the Inactive Reserve
- Unlike our sister Uniformed Services,
currently no obligatory drill or training
requirements, but - Officers should maintain competency,
credentialing, and licensure (if appropriate) in
their respective field. - Respond to any IRC Program/OCCO
correspondence within directed timelines.
8Benefits of Serving in the PHS Inactive Reserve
- Inactive Reserve time counts toward pay
- Training and Experience Date (TE)
towards rank/grade - Each day on active duty counts toward (social
security) not retirement
9Benefits of Serving in the PHS Inactive Reserve
- Recall to active duty for short/intermittent
tours and training tours - Officers indicate their availability for
short/intermittent tours
10Temporary Calls to active duty from the Inactive
Reserve are classified as (1) Short
or (2) Intermittent
11Short Tour
- IRC officers may be called to a Short Tour
for a period of duty from 1-120 days - The maximum number of days an IRC officer may
serve on active duty in a fiscal year is 240
days. - The maximum assignment is 120 days at a time
with a break in duty for subsequent or following
assignments, again, NTE 240 days total in a
fiscal year.
12Intermittent Tour
- Intermittent Tours are for recurrent periods
that cannot exceed 100 days in any fiscal year. - Example An IRC dentist may be assigned to a
specific patient treatment facility for two,
pre-negotiated days per week, but NTE 100 days in
any fiscal year.
13Short Tours with the Department of Defense
When assigned per PHS personnel orders to the
Department of Defense (Army, Navy, Air Force,
Marines) or the U.S. Coast Guard, like their
general active duty counterparts, IRC officers
are subject to the rules and regulations of the
Uniform Code of Military Justice (UCMJ).

15Short Tour Benefits
- If determined by a PHS Medical Review Board,
Disability benefits are available to officers for
debilitating illness or injury which occurs while
on active duty - If officer dies while on active duty, survival
and death benefits for family members
16Short Tour Benefits
- Commissary and Post/Base Exchange privileges
- Use of Military Welfare and Recreation (MWR)
facilities on an as available basis to PHS
17Short Tour Benefits
- Full individual health care services are
available to the officer - If the short tour exceeds 30 consecutive days,
the officer and the officers dependents are also
granted access to TriCare services.
18Promotions on Recall to a Short Tour
- An IRC officer holds the highest temporary
grade (T-Grade based on their Training and
Experience Date when called to active duty for a
Short Tour) for which they are eligible while on
active duty for short and intermittent tours - Upon return to your Inactive status, you will
revert back to your permanent grade (P-Grade).
