Current Status - SK
  • Stewardship Programs in place for
  • Oil - SARRC
  • Tires - SSTC
  • Electronics - SWEEP
  • Beverage containers - SARCAN
  • The report of the Multi-Material Recycling
    Program Advisory Committee was accepted by the SK
    Govt
  • Municipal associations on record supporting 5050
    cost share
  • Wherever the Committee could not reach a
    unanimous decision the Govt has reserved the
    right to make its own decision
  • The newspaper industry chose not to participate
    in the Advisory Committee

Current Status - SK
  • The Government continues to signal an intent to
    proceed with a PPP Regulation possibly late
    2009
  • Government issued in Aug. 2008 a tender for a
    Datacall and the Creation of Scenarios for
    Newspaper Recycling in SK
  • Study will provide by March 2009 the baseline
    info and design options for a PPP stewardship
    program

Current Status - MB
  • MARRC Used Oil and Filter program 1998
  • Tire Stewardship Regulation implemented - 2007
  • PPP Manitoba Product Stewardship Corp has
    managed to remain solvent longer than anticipated
  • In the absence of a WEEE Regulation the Province
    has operated an Electronics Round-up for the
    second year
  • Periodic HHW depot events (monthly Winnipeg
    annual other urban centres)

  • Green Manitoba created in 2006 to integrate of
    waste minimization, energy efficiency, and water
    conservation
  • Stated Intent
  • build on the success of Manitobas current
    programs
  • stewards to manage program fees
  • reduce governments direct involvement in program
    design and management
  • reinforce the link between product design and the
    environment.
  • Regulatory authority continues to reside with MB
    Conservation
  • Mixed success re product stewardship

  • Industry has been working with Government for 3
    years on PPP, HSW, Electronics Regulation process
    . .
  • Negotiations and discussions re empty plastic
    bag recovery programs, deposit return systems,
    target setting, visible fees
  • Stewards have demonstrated significant patience
    and good will
  • Industry imperatives
  • Clear timeframes
  • Shared Responsibility
  • Industry only governance model
  • Welcomes and seeks stakeholder input
  • Designated IFO responsible for managing
    stewardship fees at steward and retail levels

MB Govt Progress to Date
  • Tire Regulation approved and implemented
  • Regulations and Guidelines for PPP, HHW, and
    Electronics have been drafted, public
    consultations completed 18 months ago, but
    Regulations not enacted
  • Signed PPP MOU provides 6 months for Program Plan
    Development and 6 months for Implementation
  • Minister has recently appointed a joint
    Govt/Municipal Advisory Committee to provide him
    with advice on stewardship programs

  • MB Govt continues to be firm on an 8020 shared
    financial responsibility model for PPP
  • Steward management of fees as per CCME
    Performance Measurement and Reporting report
  • oil and tire program have visible fees
  • Timeline issues
  • Government has not met any timelines difficult
    for industry to plan
  • Transition of existing programs to new IFO-based
    regulatory structure

Baseline data
  • Waste audit programme has commenced to update
    MPSC commissioned studies from 2000 key by
    material generation data
  • MPSC has a historical database of recycling
    programs performance, cost, and recovery.
  • Baseline Data on HSW and Electronic Waste still
    requires further work

Municipal involvement
  • Municipal involvement anticipated in PPP, HHW,
    and Electronics
  • anticipate a municipal/industry advisory body as
    part of Program Plan
  • Program Plans (that require Ministerial approval)
    will determine level and type of municipal
    involvement in program delivery
  • Minister of Conservation has created a joint MB
    Govt/ Municipal Advisory Committee

The Future of Stewardship in MB
  • Stewardship programs will include PPP, HHW, WEEE
    a question of timing.
  • Coordinated service delivery it is not
    effective or efficient to recreate administrative
    and implementation infrastructure in each sector
    and each province
