3Introduction
Members of the Northwestern Local Schools
Strategic Planning Team gathered for a two-day
work session at the Clark County Educational
Service Center on January 6 and 7, 2005. The team
clarified the districts Core Beliefs and Values,
Mission, and developed a Vision for the district.
Using the Beliefs, Vision, and Mission as its
guide, the team developed three strategic goals
for the next two years that it believes will move
Northwestern forward in its mission to provide
the best educational foundation to help
individuals develop to their fullest potential.
The Strategic Planning work session was
facilitated by Charles R. Parsons and Kathleen A.

- Expectations for special education students are
not high enough - Lack of intervention programs (academic). At
risk, low progress, gifted not identified
concern for AYP requirements - Lack of alignment to lesson plans and resources
- Lack of opportunity for collaboration which can
result in limited communication - Middle School Climate philosophy (does not
exist), instructional scheduled (not aligned to
philosophy), facilities (separate wings, age
condition) - Acceptance of community in middle schools
