2Protective Security Advisor Mission
- The mission of the Protective Security Advisor
(PSA) is to represent the Department of Homeland
Security (DHS) and the Office of Infrastructure
Protection (IP) in local communities throughout
the United States. PSAs work with State Homeland
Security Advisor (HSA) offices, serving as
liaisons between DHS, the private sector, and
Federal, State, territorial, local, and tribal
entities acting as DHS on-site critical
infrastructure and vulnerability assessment
specialists. During natural disasters and
contingency events, PSAs work in State and local
Emergency Operations Centers (EOCs) and often
provide expertise and support to the IP
Infrastructure Liaison Cell, working to support
the Principal Federal Official (PFO) and Federal
Coordinating Officer (FCO) responsible for
domestic incident management. Additionally, PSAs
provide support to officials responsible for
special events planning and exercises, and
provide real-time information on facility
significance and protective measures to facility
owners and operators, as well as State and local
representatives.

- Assist with ongoing State and local CIKR security
efforts coordinated by HSAs - Support development of the national risk picture
by identifying, assessing, monitoring, and
minimizing risk to critical assets at the local
and regional level - Assist with the implementation and execution of
the National Infrastructure Protection Plan (NIPP)

- Upon request, facilitate and coordinate
vulnerability assessments of local critical
infrastructure and key resources (CIKR) through - Site Assistance Visits (SAVs)
- Buffer Zone Plans (BZPs)
- Comprehensive Reviews (CRs)
- Computer Based Assessment Tool (CBAT)
- Characteristics and Common Vulnerabilities
(CV)/Potential Indicators for Terrorist Attack
(PI)/Protective Measures (PM) Reports - Risk Mitigation Courses (Surveillance
Detection/Soft Target Awareness) - Enhanced Critical Infrastructure Protection
(ECIP) Initiative - Provide reach-back capability to DHS/National
Protection and Programs Directorate (NPPD)
7ECIP Primary Goals
- The most recent focused effort began in September
of 2007 and became known as the Enhanced Critical
Infrastructure Protection (ECIP) Initiative. - Identify protective measures currently in place
at Tier 1/2 facilities and provide comparison
across like assets and track the implementation
of any new protective measures into the future - Inform facility owners and operators of the
importance of their facilities as an identified
high-priority CIKR and the need to be vigilant in
light of the ever-present threat of terrorism - Establish or enhance existing strong
relationships between Tier 1/2 facility owners
and operators, the Department of Homeland
Security (DHS), and Federal, State, and local law
enforcement (LLE) personnel in order to - Provide increased situational awareness regarding
potential threats - Maintain an in-depth knowledge of the current
security posture at each facility - Provide a constant Federal resource to facility
owners and operators
8Current Efforts Future Vision
- PSCD is currently working to align all assessment
forms in order effectively data mine and track
facility information. - Once aligned, PSCD will be able to provide
facility owners and operators and Sector Specific
Agencies (SSAs) with take away information
summarizing the assessment results and how those
results compare to similar assets in their
specific sector. - Sectors will be weighted according their specific
level of assumed risk. Weights will be
determined via a collaborative effort between
subject matter experts, SSAs, and IP leadership. - By implementing this approach, IP will
- then be able to more accurately track a
- facilitys or sectors progress over time.
- Additionally, facilities and sectors will be
- provided a benchmark to assess their
- overall security needs.

- During contingency events, PSAs support the
response, recovery, and reconstitution efforts of
the State or States affected by the incident by
serving as pre-designate ILs, Deputy ILs and the
majority of the IP supporting staff forward

- IL responsibilities during an incident include
the following - Serving as the principal advisor to the JFO
Coordination Group regarding national and
regional CIKR incident-related issues - Serving as the senior IP representative in the
JFO and its area of operations - Serving as the senior advocate within the JFO for
CIKR issues and supporting the prioritization of
protection and restoration efforts - Serving as the liaison between national- and
regional-level CIKR, the private sector, and the
JFO - Providing situational awareness on affected CIKR
to the JFO Coordination Group - Coordinating action on CIKR and Emergency Support
Function (ESF) issues between the JFO
Coordination Group and IP representatives located
at critical operations centers - Providing reach back through the IP Incident
Management Cell (IP.IMC) to resources available
through IP headquarters and the various IP
