23- The process should remain open, flexible and
dynamic. - Intermediary organisations can play a key
facilitating role in the process. - For the receiving organisations it is important
to identify and maintain the necessary conditions
for the implementation of the good practice,
supporting the process with the necessary
resources and evaluating it in order to
contribute towards the formulation of new
exchanges and transfers. - Transfer processes should not be initiated where
there is a lack of continuity in local government
policies.
Lessons Learned
24- The level of commitment on the part of
communities and government agencies, as well as
the level of participation in the project, are
determining factors in the impact and reach of
the exchanges. - The transfer requires preliminary work carried
out prior to the exchange itself. Previously
identifying a series of specific points to be
addressed can help to maximise the effectiveness
of the process. - The social objectives should be clearly defined,
in order to avoid the interference of private or
group interests and to keep the actions from
becoming politicised. - Developing a local network can help to ensure
cohesion, commitment and the establishment of
partnerships.
25In these rapidly changing times there is an
ever-growing need and an opportunity to join
forces, share knowledge and learn from proven
solutions to common problems.
