IS RESPONSIBLE TO MAINTAIN THE NIPMIS. THIS IS
A COMPUTER PROGRAM WHICH PROVIDES VISIBILITY AND
TIMELY INFORMATION OF CONTRACTORS AND CONTRACTS
STATUS..

- THIS DATABASE ALSO FEEDS INTO THE NESS.
- THE NESS SYSTEM IS A WEBBASE SYSTEM THAT THE
CONTRACTORS CAN USE TO ENTER THE VALUES OF
PROPERTY THAT IS IN THEIR POSSESSION DURING THE
LIFE OF THE CONTRACT. THIS REPORT IS DUE ON AN
ANNUAL BASIS UNTIL THE CONTRACT IS FINALIZED.
16NIPMIS/NESS
- A MANUAL NF1018 OR AN INVENTORY REPORT FOR
GRANTEES ARE ENTERED INTO THE NESS BY THE IPMS. - UPON COMPLETION OF A CONTRACT A FINAL NF1018
REPORT IS REQUIRED BEFORE CLOSE-OUT OF THE
CONTRACT CAN BE ACCOMPLISHED.
17INSTALLATION-ACCOUNTABLE GOVERNMENT PROPERTY
- WHEN THE CONTRACT REQUIRES ON SITE CONTRACTORS TO
BY-PASS THE RECEIVING DOCK, THERE ARE SPECIFIC
CLAUSES THAT REQUIRE THE CONTRACTOR TO DO
QUARTERLY REPORTING OF PROPERTY THAT HAS BEEN
ACQUIRED ON BEHALF OF THE GOVERNMENT.
18INSTALLATION-ACCOUNTABLE GOVERNMENT PROEPRTY
- THE IPMS IS TO IDENTIFY THOSE CONTRACTS AND SO
INDICATE IN NIPMIS. THEY SHALL MONITOR THE
SUBMISSION OF QUARTERLY REPORTS. UPON RECEIPT OF
A GSFC 20-4, SHIPPING DOCUMENT, THE IPMS THEN
FORWARDS THE GSFC20-4 VIA THE NEMS COORDINATOR TO
THE LOGISTICS CONTRACTOR FOR NEMS BAR CODE
TAGGING.
19INSTALLATION-ACCOUNTABLE GOVERNMENT PROPERTY
- THERE ARE A FEW CONTRACTS WHERE THE CONTRACTOR
HAS ACCOUNTABILITY FOR GOVERNMENT PROPERTY
PROVIDED ON-SITE. THE IPMS IS REQUIRED TO
PERFORM A FULL SYSTEM ANALYSIS. THIS SYSTEM
ANALYSIS CONSIST OF A REVIEW OF THE CONTRACTORS
PROPERTY CONTROL SYSTEM.
20GRANTS/COOPERATIVE AGREEMENTS
- THE IPMS IS ALSO RESPONSIBLE FOR THE PROPERTY
ADMINISTRATION OF GRANTS (COOPERATIVE
AGREEMENTS). THE IPMS ONLY ADMINISTERS THOSE
WHERE PROPERTY HAS BEEN FURNISHED UNDER A GRANT
OR IF THE GOVERNMENT ELECTS TO TAKE TITLE OF
GRANTEE ACQUIRED PROPERTY.
21INVOICE/SHIPPING DOCUMENTATION
- GSFC RECOGNIZES THE GSFC20-4 AS THE OFFICIAL
SHIPPING AND ACCOUNTING DOCUMENT FOR REMOVING
EQUIPMENT FROM THE INSTALLATION. - ALL SHIPPERS WHERE PROPERTY IS GOING OFF CENTER,
ARE TO REVIEWED BY THE INDUSTRIAL PROPERTY
OFFICER (DAVID).
22INVOICE/SHIPPING DOCUMENTATION
- IPMS RESEARCHS CONTRACT TO ENSURE THAT GFP IS
COVERED IN THE CONTRACT. - THE IPMS WILL ENSURE THAT THE CONTRACT AS
IDENTIFIED ON THE SHIPPER CORRESPONDS TO THE
CONTRACT AS IDENTIFIED IN THE CURRENT ACTIVE
CONTRACTS LISTING. - ENSURE THAT THE CONTRACTING OFFICER HAS SIGNED
THE SHIPPER.

- IF THE PROPERTY IS GOING OUT TO A CONTRACT, THE
IPMS MUST ANNOTATE A TRANSACTION 67. - IF THE PROPERTY IS BEING RETURNED BY THE
CONTRACTOR, THE IPMS MUST ANNOTATE A TRANSACTION
06. - COPIES OF SHIPPERS ARE MAINTAINED IN THE CONTRACT

24SCREENING OF EXISTING GOVERNMENT PROPERTY
- THE NASA FARSUP. REQUIRES THAT A CONTRACTOR
SUBMIT A DD FORM 1419 DOD INDUSTRIAL PLANT
EQUIPMENT REQUISITION FOR ANY GOVERNMENT
EQUIPMENT TO BE ACQUIRED UNDER A CONTRACT.
25SCREENING OF EXISTING GOVERNMENT PROPERTY
- THE LOGISTICS CONTRACTOR HAS BEEN GIVEN THE TASK
OF PERFORMING THIS TASK. ONCE THE SCREENING IS
COMPLETE, THE SCREENING COORDINATOR FORWARDS THE
DOCUMENT TO THE IPMS FOR INCLUSION IN THE
CONTRACT PROPERTY FILE.
26SCREENING OF EXISTING GOVERNMENT PROPERTY
- IF THE SCREENING COORDINATOR FINDS THAT PROPERTY
IS AVAILABILE WITHIN NASA, THEN THEY WILL
COORDINATE WITH THE CONTRACTING OFFICER TECHNICAL
REPRESENTATIVE (COTR), THE CONTRACTING OFFICER
(CO), THE IPMS IS TO NOTIFY THE CONTRACTOR IF
EQUIPMENT IS AVAILABLE, THE COTR WILL ARRANGE TO
HAVE THE ITEM SHIPPED TO THE CONTRACTOR.
27EXCHANGE OR SALE OF PERSONAL PROPERTY
- NASAS POLICY IS THAT WE ALLOW CONTRACTORS TO
TRADE IN GOVERNMENT EQUIPMENT FOR THE PURPOSE OF
INCREASING TECHNICAL CAPABILITIES. - THE IPMS IS TO VERIFY THAT THE PROPERTY BEING
PROPOSED FOR EXCHANGE/SALE IS ACCOUNTABLE TO THE
CONTRACT.
28DISPOSITION OF GOVERNMENT PROPERTY
- ALL CONTRACTORS WITH PERFORMANCE OFF SITE ARE
REQUIRED TO FOLOW THE FAR REGULATIONS PART 45.6.
THIS REQUIRES THE CONTRACTOR TO SUBMIT INVENTORY
SCHEDULES TO THE DELEGATED TO DCMC OR ONR PLANT
CLEARANCE OFFICERS (PLCO).
29DISPOSTION OF GOVERNMENT PROPERTY
- THE PLCO ENSURE THAT THE CONTRACTORS UTILIZE THE
PLANT CLEARANCE REUTILIZATION SUBMISSION SYSTEM
(PCARSS). THE PLCO FORWARDS VIA THE PCARSS THE
LISTING OF EXCESS ITEMS IN ORDER THAT THEY ARE
SCREENED BY THE OWNING ACTIVITY FOR POSSIBLE
USAGE.
30DISPOSITION OF GOVERNMENT PROPERTY
- THE IPMS SHALL ACKNOWLEDGE THE RECEIPT OF THE
INVENTORY SCHEDULES. - THE IPMS SHALL FORWARD THE LISTING OF THE
PROPERTY TO THE COGNIZANT COTR. - IF THE COTR WANTS THE PROPERTY, THE IPMS WILL
IMMEDIATE CONTACT THE PLCO TO PUT A FREEZE ON THE
ITEM(S).
31DISPOSTION OF GOVERNMENT PROPERTY
- THE REQUESTER WILL FORWARD TO THE IPMS A
COMPLETED SHIPPING DOCUMENT FOR APPROVAL AND
NECESSARY ACTION. THE IPMS WILL REVIEW THE
SHIPPER FOR COMPLETENESS AND ACCURACY. THEN THE
IPMS WILL FORWARD THE SHIPPER TO THE PLCO.
32DISPOSITION OF PROPERTY FOR ON-SITE ACCOUNTABLE
CONTRACTORS.
- ON SITE CONTRACTORS ARE GRANTED BY THE SEMO THAT
THEY MAY EXCESS THE PROPERTY THROUGH THE PROPERTY
DISPOSAL OFFICER (PDO), UNLESS OTHERWISE
SPECIFIED IN THE CONTRACT. - ALL DISPOSITION OF GOVERNMENT PROEPRTY REQUIRES
THE PRE-APPROVAL OF THE COTR AND CO.
33CONTRACT CLOSE OUT
- THE IPMS IS RESPONSIBLE FOR VERIFYING THAT ALL
REQUIRED PROPERTY ACTIONS HAVE BEEN COMPLETED
PRIOR TO FORWARDING THE PROPERTY FILE TO THE
PROCUREMENT BRANCH FOR CLOSE OUT.
34CONTRACT CLOSE OUT
- ACTIONS REQUIRED FOR COMPLETION ARE
- FINAL NF1018 IS RECEIVED (EITHER THROUGH NESS
OR MANUALLY). - THAT NESS REFLECTS THAT THE FINAL NF1018 HAS BEEN
VALIDATED BY THE DCFO AND GOVERNMENT PROPERTY
ADMINISTRATOR. THE IPMS SHALL ALSO VALIDATE THE
NF1018 IN NESS.
35CONTRACT CLOSE OUT
- UPON RECEIPT OF DOD DOCUMENTATION THAT ALL
PROPERTY ACTIONS ARE COMPLETE, AND NESS HAS
PLACED THE NF1018 IS FINAL CODE STATUS, THE IPMS
SHALL PREPARE CLOSE OUT DOCUMENTATION AND FORWARD
THE CONTRACT FILE TO PROCUREMENT
