The REFUEL project
  • The destination ambitious, yet realistic targets
for biofuels in the fuel mix for EU transport in
    2030
  • The route the least-cost biofuel mix meeting
this target, with related production chains,
    conversion technology, and biomass feedstocks
  • The purpose of the journey Impact assessment on
the main drivers behind biofuels reducing
greenhouse gas emissions, increasing security of
supply, impacts on competition for feedstocks,
    and socio-economic targets,.
  • At the wheel the key stakeholders, their
motives, the actions required, the barriers they
    will meet,
  • Paving the way policies needed to mobilise
    stakeholders, create incentives and reduce
    barriers

9
The PROCURA Project
  • developing models for large-scale procurement of
    Alternative Fuel Vehicles
  • focus on centralised buyer pools, permitting
    centralised infrastructure, maintenance and
    repair, and stronger purchase power
  • assess and develop incentive systems to
    compensate for higher purchase prices
  • facilitating green fleet procurement via
    GreenLease schemes

10
The AGRI for ENERGY Project
integrate the agricultural and forestry sector
into the energy market - not only as raw material
supplier but also as supplier of energy services
(heat, electricity, transport fuels)
www.agriforenergy.com
  • Expected outputs
  • Best practice booklets
  • Training courses, workshops, study tours
  • Regional bioenergy coordinators
  • Specific dissemination activities
  • Partners
  • Slovenian Forestry Institute (Slovenia)
  • BIOMASA (Slovak Republic)
  • CHIMINFORM DATA (Romania)
  • Landeskammer für Land und Forstwirtschaft
    Steiermark (Austria)
  • Associazione Italiana Energia Agroforestali
    (Italy)

11
The BIOMASS PARTNERSHIPS project
Mission create at least 9 partnerships to
develop regional markets for biomass producers
and equipment and service providers in Europe
http//www.biomasspartner.info
Results to date
  • 50 regional workshops and training events
    involving 1,400 participants
  • 27 biomass partnerships involving 202
    organisations
  • 16 dedicated publications (guidelines, contact
    lists, brochures)
  • A series of ongoing and completed feasibility
    studies for potential biomass projects

THE FUTURE OF THE PROGRAMMEIEE 2
  • Adoption by Member States and the European
    Parliament in October 2006
  • Total budget 3.6 billion ? about 20 for IEE 2
  • Adoption of the 2007 Work Programme end of March
2007, followed by the first call for proposals
    around April 2007
  • European Info Day on 19 April 2007 in Brussels

14
Intelligent Energy Europe 2007 (1)
? energy-efficient buildings ? industry
excellence in energy? energy-efficient products
? renewable electricity ? renewable heating
cooling? domestic and other small-scale
applications ? biofuels
? energy-efficient transport ? clean vehicles and
alternative motor fuels? strengthening of local
players (from 2008)
15
Intelligent Energy Europe 2007 (2) Integrated
Initiatives 2007
  • Creation of local and regional energy agencies
  • European networkingfor local action
  • Sustainable communities

LOCAL LEADERSHIP
16
IEE-2 Types of Action
  • SAVE Energy Efficiency
  • ALTENER New and renewable energy sources
  • STEER Energy efficiency and renewable energy
    in transport
  • Promotion and Dissemination Projects (TYPE 1)
  • Strategic studies
  • Creation, enlargement or reorganisation of market
    structures
  • Promotion of sustainable energy systems and
    equipment
  • Development of information, education and
    training structures
  • Dissemination of know how and best practices
  • Monitoring the impact of community legislative /
    support measures
  • Creation of Local / Regional Energy Agencies
    (TYPE 2)
  • Market Replication Projects (not open in 2007)

17
Types of support in IEE-2
  • GRANTS
  • No profit
  • Up to 75 of total eligible costs
  • Flat Rate of 60 for indirect costs (overheads)
  • Evidence required for staff costs
  • Evidence required for sources of co-financing
  • TENDERS
  • 100 EC funded see list in Work Programme
  • SUPPORT FOR EUROPEAN STANDARDS
  • Via CEN and CENELEC
  • CONCERTED ACTION
  • Energy Performance of Buildings Directive (EPBD)

18
What kind of projects ?
  • IEE is a European programme looking for European
    added value
  • NOT for singular actions on a national or local
    level (subsidiarity)
  • BUT for learning together, making impacts at EU
    level
  • IEE is a non-technology programme
  • Addressing non-technological barriers and
stimulating market growth across the EU
  • NOT funding costs for hardware investments
(Market Replication Projects to be defined for
    2008)

19
What kind of Contractors ?
  • organisations with a mission to promote energy
efficiency and renewable energy - public sector
    / governmental (1/3), non-profit organisations
    (1/3)
  • complemented and enriched by private market
actors, notably SMEs from all sectors (1/3)
  • participation at local level

20
Key documents (coming soon)
  • Annual Work Programme - specifying priorities and
    budgets for the year
  • Call for proposals (detailing evaluation
    criteria, announcing priorities and deadlines)
  • Application forms
  • Guides for Proposers
  • IEE programme web site
  • http//ec.europa.eu/energy/intelligent/index_en.ht

21
Actions, grants and deadlines (2007)
Participating countries EU 27 To be
confirmed NO, IS, LI, Croatia
22
Key differences and simplifications between IEE
and IEE-2
  • Conferences and events
  • No more Type 3 actions
  • Conferences and events may be included inside
    proposals for normal IEE projects
  • Creation of Local / Regional Energy Agencies
  • One proposal per Agency, proposed by a public
    authority
  • EU dimension to be ensured during the work of new
    Agency
  • Market Replication Projects (from 2008)
  • Market replication of innovative techniques,
processes, products or practices, which have been
already demonstrated with success, to promote
their broader utilisation and facilitate their
    market up-take.

23
Planning your proposal
  • TARGET GROUP Who are to trying to influence /
    engage?
  • What has been done before? (state of the art)
  • What exactly do you propose to do ?
  • What will be different when your project has
ended ? (When you have finished, how will anyone
know that you have succeeded ? )
  • EXPLAIN THESE STEPS CLEARLY IN YOUR PROPOSAL !

24
Choosing your partners(Managenergy Partner
Search)
  • Who will own, benefit from and take forward the
project outcomes ? (eg architects, bankers,
local policy makers, urban planners, utilities,
    ESCOs, social housing companies, installers)
  • How will key actors be engaged in your project
    ?
  • Form an effective multi-disciplinary team,
    involve SMEs
  • Are your partners committed ? What will each
    partner do?

25
Writing your proposal
  • Start now ! It takes longer than you think !
  • Help in Application Forms and Proposers Guide
  • Easy to read - evaluators assess it in 2-3 hours
  • Explain role of each partner per Work Package
  • How will you measure your success during the
    project - Performance Indicators ?

26
Budget costs ?
  • No research or hardware costs
  • Realistic bottom up costing, mainly hours of work
  • Collaborative working between partners and
countries not too much for one.
  • Sub-contract to specialised professionals, but
    partners should perform core activities
  • Reasonable budget for meetings and travel
  • Will your deliverables offer good value for money?

27
Convince your boss and co-financer
  • Your participation in IEE will help the EU to
convert policy into action, plus you will
  • Discover new ideas and solutions
  • Learn from the experiences of others
  • Develop new contacts, networks and business
    opportunities
  • Make a difference in your local community
  • Enjoy the motivating experience of working in
    international cooperation

28
