  • Broad (abstract) Abstract reflection, but
    context specific. More reflective in terms of
    integration process.

  • Central authority is weak and exists at
    discretion of members

  • Features Elected national government and elected
    local governments, common foreign/defence policy,
    common tax system, single currency, written
