  • Nanotechnology, the emerging field of
manipulating matter at the nano-scale, is
expected to become a key, transformative
    technology of the 21st century.
  • Nanotechnology applications in areas as diverse
as healthcare, energy storage, agriculture, water
purification, and security are envisioned, and
    these anticipated developments have encouraged
    significant investments in nanotechnology
    research and development (RD) worldwide.

4
  • In 2000, the US National Nanotechnology
Initiative (NNI) was started ,stimulating other
countries. In the following years, more than 60
    countries had established their own
    nanotechnology RD program.
  • For China
  • In the National Middle and Long-term ST
    Development Program Outline (2006-2020),
nanotechnology has been identified as a priority
mission area and as a key frontier technology
    over the next 15 years.
  • Such investments by China government have begun
to translate into world-class research results in
terms of published papers, paper citations, and
    patents.
  • China has emerged as one of the key global
players in the field of nanotechnology.

industries in China
  • In 2005, market size of nano material in China is

13
Status of Nanotechnology industy in China
  • Statistically, China ranked No.2 in the quantity
of the publications and the citation of
Nanotechnology, following US. We make significant
progress in the research of nano-material ,
    characterization of nanostructures, molecule -
assembling and so on . Some of them reach the
    advanced status.Compared with developed
countries, Nanotechnology industy in China is
    considered in its infancy.
  • From Sep. 1, 2009, Pro. Bai Chunli, the
Executive vice president of the Chinese Academy
of Sciences in International Conference on

Issues of Nano. Commercialization in China
  • Technology
  • In China, Nano is still very much occurring at
the laboratory scale and isnt market-oriented .
Nano commercialization is drived by technology
    instead of market.
  • Demand
  • The demand for nano is primary indirect.
Nano-materials is not consumer goods, similar to
    electroplating industry.
  • Resourse
  • lack of private venture capital
  • Enterprise
  • Lack of industrial RD and infrastructure
    support
  • Value chain is imperfect .

16
Issues of Nano. Commercialization in China
  • Public(consumer)
  • Nanometer is one of the three most widely used
high-tech words in China. Many people do not
understand the meaning of nano .
  • Because of the sudden popularity that the term
nano enjoys, some companies in China have been
finding that they can raise their profits simply
by adding the label nano to their products.
  • To the public, they rarely consider issues that
nano may be harm to peoples health and the
environment, but rather concern about what
    products are true nano-products.

17
Issues of Nano. Commercialization in China
  • Government
  • Prioritization of nanotechnology research and
    development
  • Industrialization guide
  • No special innovation policy for nano
  • Establish national Nano Industrialization Center
  • Nanotechnology Industrialization Base of China
    (NIBC)
  • Shanghai Nanotechnology Promotion Center (SNPC)

Issues of Nano. Commercialization in China
  • Government
  • Market regulation(Nanotechnology Standards )
  • Technical Committee on Nanotechnology of
    Standardization Administration of China
    founded(2005).

Issues of Nano. Commercialization in China
  • A brief summary
  • Among the driving forces of nano commerialization
in China, govermment is the most active. On the
condition of lack of private venture capital,
    government prefer establishing national
industrialization center to making new innovation
policy to incubate small nano company.
  • In China, Nano is still very much occurring at
the laboratory scale and isnt market-oriented.

23
Policy Implication
  • Research
  • Funding by government is already "research"
biased, more funding is needed for the
    "development" of products.
  • More sophisticated and early market research is
    needed to bridge the science-to-commercialization
gap. Markets and future products must be
identified early in the RD stage, followed by
periodic impartial reviews as innovations are
transformed into prototypes that are placed into
production and finally offered for sale.
  • More research is needed for the social
    implications of nanotechnology

24
Policy Implication
  • Commercialization
  • Place Nano commercialization as national priority
    with long term strategy
  • Government support is needed to encourage more
    networking, strategic alliances and joint
    ventures for expanding international
    collaboration involving universities, RD
    laboratories, investors, manufacturers and
    product distributors.
  • Need to establish new laws and regulations that
    encourage nanotechnology small and medium
business growth, the expansion and development of
    larger, more sophisticated nanotechnology
    corporations and venture capital funds.
  • Strengthen the management of nanotech application
    and production safety
  • Amend existing regulations to favor certain
industrial conduct and outcomes for good public
    policy

25
Policy Implication
  • Public
  • Need to stay cool in the nano heat to avoid
    hype
  • Make public know what is nanotechnology
  • Organise dialogues between science community and
    the public
