6Program Components
- The STAR Program has four components
- California Standards Tests (CSTs)
- California Achievement Tests, Sixth Edition
Survey (CAT/6 Survey) - California Alternate Performance Assessment
(CAPA) - Designated Primary Language Test (Aprenda/3 or
Standards-based Tests in Spanish (STS))
7Students To Be Tested
- All students in grades two through eleven,
including English learners, enrolled on the first
day of CST and CAT/6 Survey testing are required
to take these tests. - Only students with written parent/guardian
requests may be exempted from testing. (EC 60615)
8California Standards Tests
- The California Standards Tests (CSTs)
- Are standards-based tests
- Are administered only in California public
schools - Are discrete at each grade level/course
- Are the core of the State Assessment System
- Carry the majority of the weight for API
calculations - Are augmented to exempt students from California
State University Placement Tests
9California Achievement Tests, Sixth Edition Survey
- The California Achievement Tests, Sixth Edition
Survey (CAT/6 Survey) - Are national norm-referenced tests
- Measure general achievement of academic
reading/language, spelling, and mathematics - Compare the scores of third and seventh grade
California students with scores of national
samples of students tested in the same grade at
approximately the same time during the school
year - Are used in API calculations
10California Alternate Performance Assessment
- California Alternate Performance Assessment
(CAPA) is - A performance-based assessment
- Related to a subset of Californias Academic
Content Standards - Used to assess students with significant
cognitive disabilities who are unable to take the
CSTs and CAT/6 Survey (about 1 of the population)

- Two new Program components are being developed
- Standards-Based Tests in Spanish (STS)
- California Modified Assessment (CMA)

- Required by California Education Code Section
60640(f)(3)(A) - Must be aligned with content standards for
reading/language arts and mathematics

- Assessment Review Panels (ARPs) analyzed content
standards to develop blueprints. - Blueprints for Grades 2, 3 and 4 adopted by SBE
at July 2005 meeting. - Blueprints for Grades 5, 6, and 7 adopted by SBE
at July 2006 meeting.

15STS Development
- ARP members are bilingual and biliterate and ARP
members from the CSTs in math and ELA are
represented. - Training of item writers and development of test
specifications mirrored CST. - Items reviewed for alignment to content
standards, difficulty, bias and sensitivity, and
use of Spanish language.
16California Modified Assessment (CMA)
- Will be administered to students with
disabilitiesstudents for whom both the CAPA and
the CSTs are inappropriate - When fully implemented, will be added to AYP
calculations for up to 2 of the states students - Pilot test of item types and modes of delivery

18California High School Exit Examination (CAHSEE)
19CAHSEE Basics
- All students, beginning in 200506, must pass the
CAHSEE to receive a public high school diploma in
California. - There are no opt-outs.
- The first opportunity students have to take the
CAHSEE is in grade ten. - Students have up to five additional opportunities
throughout high school to pass the CAHSEE. - Students shall only retake the portion(s) of the
exam not previously passed.
20Exam Content
- Two portions
- Day 1 English-Language Arts (ELA)
- 79 multiple-choice questions (including 7
field-test questions) and 1 writing task - Assesses academic content standards through grade
ten in reading and writing - Day 2 Mathematics
- 92 multiple-choice questions (including 12
field-test questions) - Assesses academic content standards through part
of Algebra I

- 1 operational writing task

- Scale scores range from 275450
- Passing score is 350

24Senate Bill 517
- Students with disabilities on a diploma track for
2006 - Student took CAHSEE once during 10th and twice
beyond, with once in 12th grade - Student participated in remediation or school
certifies it wasnt offered - Student takes CAHSEE once after remediation if
test is offered - One-year only, may be extended with SB 267
25Local Waiver Process
- Education Code Section 60851(c) explains the
waiver process in detail. - At the request of the students parent or
guardian, a school principal must submit to the
local school board a request for a waiver of the
requirement to pass the part(s) of the CAHSEE on
which a modification was used and the equivalent
of a passing score was earned.
26Local Waiver Process(Continued)
- For the local board to waive the CAHSEE
requirement, the principal must certify the pupil
has - (1) An IEP or Section 504 Plan that requires the
modifications to be provided to the pupil when
taking the CAHSEE. - (2) Completion, or in the process of completion,
of high school level coursework sufficient to
have attained the skills and knowledge otherwise
needed to pass the CAHSEE. - (3) A score report showing that the student
received the equivalent of a passing score on
the CAHSEE while using a modification.
27Litigation Update
- Appellate Court Decision
- In August 2006, the 1st District Court of Appeals
upheld the CAHSEE requirement for the class of
2006.
28Remediation
- Education Code Section 37252 - Districts must
provide remediation to students in grades 7
through 12 who do not show sufficient progress
toward passing the CAHSEE. - Education Code Section 37254 (Intensive
Instruction and Services Grant) - 69.5 million statewide compared to 20 million
last year. - All LEAs that apply will receive funding.
- LEAs will receive up to 500 for each grade 12
student who has not passed one or both parts of
the CAHSEE. - Any remaining funds will be distributed to LEAs
for grade 11 students.
