Title: Geospatial Data Coordination The Power of Metadata
1Geospatial Data CoordinationThe Power of Metadata
- Paul Rooney, FEMA HQ
- Jeff Tornatore, Michael Baker Jr., Inc.
2Importance of Coordination
- Map Mod will be collecting detailed mapping data
nationwide - The U.S. has national goals to share mapping data
- Reduce overall cost by reusing good local data
- Maximize local input into maps
3MIP Vision
- Capture and document all data used by Map Mod
- Not just the finished flood data
- Same goal as the TSDN, just digitally managed
4Federal Policy
- Circular No. A-16, Coordination of Geographic
Information and Related Spatial Data Activities - Requires coordination and
- cooperation across Federal Agencies
- Section 2.b.2, All spatial data collected or
derived directly or indirectly using federal
funds will have FGDC metadata. - Section 6.b, As examples, this Circular applies
to, but is not limited to FEMAs Flood Plain
Mapping program and other federal activities that
involve national surveying, mapping, remote
sensing, spatially referenced statistical data,
and Global Positioning System (GPS). - http//www.whitehouse.gov/omb/circulars/a016/a016_
rev.html
5Geospatial Data Coordination Policy
- FEMA Geospatial Data Coordination Policy signed
in August 2005 - Establishes the principles for coordinating,
communicating, documenting, and reporting
existing and proposed geospatial data collected,
produced, or manipulated under FEMAs Map
Modernization  - Enables data sharing and secondary data use

6Geospatial Data Coordination Guidance
- FEMA Geospatial Data Coordination Implementation
Guide distributed to mapping partners in Spring
of 2005 - Supports the goals of the Policy
- Provides direction to mapping partners on
geospatial data discovery and documentation - Directs partners to first check with the State
and locals for data before checking Federal
sources - Requires documentation for any State or local
terrain or imagery expected to be used for a FEMA
project in the NDEP/NDOP Project Tracker - https//hazards.fema.gov Tools and Links tab
7Tools for Partners
- Standard Operating Procedures for each State
- Fact sheets on all major Federal programs
- List of Federal contacts by State
- Listserve for Map Mod geospatial issues
- NDOP and NDEP tracking systems

Metadata
Metadata
9Mapping Information Platform (MIP)
- FEMAs MIP is a Web-based technology that enables
the manage-ment, production, extraction, and
sharing of FEMA's Map Modernization data. - Metadata accompanies data submittals to the MIP.
10FEMA Requirements
- The MIP Workflow requires the mapping partner to
submit all intermediate data sets for a project
at defined intervals along the life cycle of a
DFIRM. - Metadata is used to register each data
deliverable with the Mapping Information Platform
(MIP). - This occurs after the deliverable has passed
Quality Assurance steps. - Registration with the MIP allows for subsequent
discovery and download of the deliverable via the
Search and Retrieve tool in the MIP.
11What is Metadata?
- The documentation FEMA needs to show that work
done is of appropriate quality - The catalog information FEMA needs to archive and
find the data - The Federal Geographic Data Committee (FGDC)
metadata definition - A metadata record is a file of information,
usually presented as an XML document, which
captures the basic characteristics of a data or
information resource. It represents the who,
what, when, where, why and how of the resource. - http//www.fgdc.gov/metadata
12Collecting and Publishing Metadata
- Key purposes for collecting and publishing
metadata - Maintain an organizations internal investment in
geospatial data - Provide information about an organizations data
holdings to data catalogs, clearinghouses, and
brokerages - Provide information needed to process and
interpret data to be received by transfer from an
external source
13Metadata Profiles
- FEMA Metadata Profiles distributed to RMCs and
mapping partners in January of 2006 - FGDC compliant metadata records are required for
every data deliverable. - There is a profile for each data deliverable
type. - The FEMA profile defines required elements and
element domains. - Profiles ensure that metadata elements necessary
for queries to discover the data submissions are
populated correctly. - Tools are being developed and released for
metadata creation and validation. - https//hazards.fema.gov Tools and Links tab
14Metadata Tools
- DFIRM Metadata Builder
- Metadata .txt creation
- Profile compliant
- Metadata Manager
- .txt to .XML conversion
- Profile validation
15MIP Components
- Based on metadata elements, the MIP components
Content Manager and Map Viewer are dedicated to
cataloging, querying, and retrieving data. - Content Manager is a database catalog of the
information stored on the MIP. - Search and Retrieve is a MIP tool for data
discovery and download. - Map Viewer is an interactive map available to the
public for viewing MIP data.

16Content Manager Archiving Data
- Users upload data submissions with metadata.
- Data is archived for all spatial submissions
based on the metadata profiles. - Data is archived for all non-spatial submissions
(e.g., Scoping meeting minutes) based on key
metadata elements These would not be not
complete FGDC-compliant metadata files. Elements
include - Placekeys
- Title
- Abstract
- Access Restriction
- Effective Date
17Search and Retrieve
- Provides for spatial and tabular searches of
FEMAs data holdings - Provides access to full metadata record for each
submission - Provides for download of all unrestricted data
deliverables - Available to authenticated MIP users only
- Allows for download of common data types in a
consistent format and structure as per Appendix L
and N standards
18Search and Retrieve
General search for spatial and non-spatial data
submissions for Lonoke County
Discovered data submissions for Lonoke County
19Search and Retrieve
Access the individual data submission via the
provided link.
Excerpt from metadata file Headings drive the
location searches Searched for Lonoke in the
County search
Excerpt of data files in the uploaded data
submission
20Search and Retrieve
Coordinates auto-populate in the query based on
the map extent in Map Viewer.
The query returns specific data type submissions
in which the bounding coordinates in the metadata
file are located within the queried extent.
21Search and Retrieve
Access_Constraints None
If the metadata file declares no access
constraints, then all data files in the
submission can be downloaded.
If the metadata file declares any access
constraints, then none of data files in the
submission can be downloaded. .
Access_Constraints Restricted
22Map Viewer Components
- Geocoder Allows a user to search for an
address, coordinate, saved location, or community - Map Legend Allows a user to create a map with
selected data layers (flood data, hazards,
imagery, basemap layers) and to access metadata - Map Viewer Allows a user to navigate the map,
save the view, print the screen to a PDF, and
automatically display DFIRM layers only
23Map Viewer Metadata
- The Map Viewer will return all available metadata
records for the extent of the map window when a
data layer is clicked in the legend.
24MIP Metadata Published
- MIP metadata published as web service compliant
with Open Geospatial Consortium Catalog Service
(CSW).

25Geospatial One-Stop
- Metadata is harvested by Geospatial One-Stop
(GOS) - GOS integrates geospatial data catalogs
nationwide. The goal is to provide a one-stop
locations where any user can find geospatial data
- Will provide the public with ability to discover
FEMAs data holdings - Helps FEMA meet requirements from OMB Circular
A-16 - http//gos2.geodata.gov/wps/portal/gos
26Summary
- Metadata, in conjunction with FEMAs Mapping
Information Platform (MIP), enables the
management, production, extraction, and sharing
of FEMA's Map Modernization data. - Content Manager allows discovery of and access to
data. - Map Viewer displays spatial data and provides a
link to metadata. - The MIP shares metadata with GOS to facilitate
data sharing with the widest possible audience.
