  • Leduc County reviewed the Municipal Government
    Act and Subdivision and Development Regulation to
    define what consideration Private Sewage Disposal
    Systems must be given when an application for
    subdivision or development is received.

  • We concluded consideration must be given to
  • Compliance of PSDS already in use,
  • PSDS intended for continued or re-use, and
  • Suitability of land for new proposed PSDS.
  • Approval of subdivision applications or
    development applications must not create or
    compound a non-compliant PSDS.

  • We have implemented a review process for
    subdivision and development permit applications
    to examine both existing and new proposed PSDS.
  • We have developed forms to simplify and promote
    uniformity in our review process.
  • This has proven to be both efficient and cost
    effective.

  • Leduc County PSDS review process recognizes the
    following

  • 1) There is an approved PSDS in the Alberta
    Private Sewage Systems Standard of Practice 1999
    for every soil condition.
  • Holding Tank
  • Open Discharge
  • Disposal Field
  • Treatment Mound
  • Lagoon
  • Sand Filter
  • Packaged Treatment Plant

  • Safety Codes Officers are qualified to assess
    existing and new PSDS installations for
    compliance with the requirements of the Alberta
    Private Sewage Systems Standard of Practice 1999.

  • 3) Leduc County Private Sewage Disposal System
    Permit application information includes
    information specifically for suitability of use,
    size and type of septic system to be installed.

  • 4) A permit is required to install a Private
    Sewage Disposal System. Every permitted
    installation receives inspections to ensure
    compliance.

  • In Leduc County, Safety Codes Officers are
    involved (a permit is required) for new
    installations and alterations to systems already
    in use to bring them into compliance.
  • Systems already in use which may be affected by
    new subdivision or development are reviewed for
    compliance with Code requirements.

  • Leduc County has a process in place and
    qualified staff to perform evaluations on
    proposed subdivision and development applications
    at the relevant stages.

  • Our Procedure for Subdivision Applications is as
    follows

  • Development Officers initial review determines
    if there are existing PSDS concerns on the new
    proposed property or the remainder of the
    property.

  • 2) A Plumbing Safety Codes Officer reviews
    the application and completes a Private Sewage
    Disposal System Plan Review form which may
    require a site visit to determine
  • If Applicant intends to use any existing PSDS,
    and
  • b) If any existing PSDS complies with Code
    requirements, and
  • c) If applicant will be required to have a
    Certified PS Contractor complete a Septic Tank
    Compliance form and /or
  • d) If PSDS permit will be required for new system
    or if changes to an existing system are required.

  • 3) If an existing PSDS complies with Code
    requirements, Plumbing SCO provides a
    Certificate of PSDS Compliance for Subdivision
    to the Development Officer.

  • 4) If an existing PSDS is not in compliance,
    and changes or a new system is required, a PSDS
    permit must be obtained for the construction to
    bring the system into compliance. Inspections
    under the Quality Management Plan apply. Once
    completed, the SCO provides a Certificate of
    PSDS Compliance for Subdivision to the
    Development Officer.

  • Our Procedure for Development Applications is as
    follows

  • 1) A Plumbing Safety Codes Officer reviews a
    copy of the Development Permit Application.

  • 2) A Plumbing Safety Codes Officer reviews the
    application and completes a Private Sewage
    Disposal System Plan Review form which may
    require a site visit to determine
  • If Applicant intends to use any existing PSDS,
    and
  • b) If any existing PSDS complies with Code
    requirements, and
  • c) If applicant will be required to have a
    Certified PS Contractor complete a Septic Tank
    Compliance form and /or
  • d) If PSDS permit will be required for new system
    or if changes to an existing system are required.

  • 3) A Plumbing SCO provides a copy of completed
    PSDS Plan Review to the Development Officer for
    the file.

  • 4) A Plumbing SCO sends afollow up letter
    immediately to applicant with observations from
    site visit and notifying applicant if permit (new
    system or changes) will be required.

  • In our opinion, our process adequately addresses
    the consideration of Private Sewage Disposal
    Systems as required by the Municipal Government
    Act / Subdivision and Development Regulation.
