- To collect and transport energy information in a
transparent, structured, consistent and efficient
way - To check data on completeness and correctnessin
all stages of the production line - To publish energy information in a transparent,

definitions classifications makes it possible
that the BES output can be is used by all kinds
of users (national and international) energy
saving/efficiency policy, energy supply
(security) policy), environmental policy (Kyoto,

- The concept of energy/commodity balance is
connected with all stages of the production line
of Basic Energy Statistics BES (framework,
coherent structure) from energy data in
individual companies on up to international
publications/output - Provides a powerful tool to generate good
quality energy information efficiently - It is much more than just a possible alternative
to publish energy data - Output conform BES-definitions (energy balances,
commodity balances) to be derived directly from
BES inefficient and a roundabout way to do that
via supply and use database conform SNA

- Results BES can be used to make Energy Accounts
- Differences energy balances (BES concept) and
energy accounts (SNA concept) easy to identify
by having two well defined statistical systems
BES and SNA - Dutch experience shows that differences can be
bridged in a regular statistical production
process with some additional data collection and
estimates (bridge tables) - Dutch experience it is not necessary (and
possible inefficient) to put all basic
information in one database - 2 recognisable statistical systems (different
concepts, structuring frameworks, type of output,
responsibility) have proven to be a practical way
to operate (transparent, flexible, efficient) - Role Oslo Group versus London Group along the
