  • The Ministry is developing the Employment Ontario
    Information System (EOIS)
  • The new system will facilitate the transition
    from
  • The federal systems
  • Common System for Grants and Contributions (CSGC)
  • Contact IV
  • Current TCU legacy systems
  • Job Connect System (JCS)
  • Literacy and Basic Skills Information Management
    System (LBS IMS)
  • Current manual processes in administering
    programs and services
  • The Apprenticeship Support Application (ASA) will
    be integrated into EOIS

Why do we need a new system?
  • Current agreement to use Federal systems expires
    in March 2009
  • Employment Ontario must support the Governments
    modernization agenda
  • Improved client access
  • Improved customer service
  • Focus on clients
  • Current systems
  • No capacity to track individuals or employers
    between programs
  • No capacity ro compare or report across programs
  • Program gaps inefficiencies result in the
    unique needs of Ontarios communities not being
    met

Key Business Decisions
  • In the short term, Employment Ontario will retain
    current role in transferred Federal client
    funding programs
  • Employment Ontario will implement a consistent
    performance management approach across the entire
    service delivery network
  • Employment Ontario will utilize a centralized
    web-based case management approach to client
    service
  • Employment Ontario systems support will be
    offered to service providers EOIS will provide a
    data export interface for service providers who
    have their own systems
  • An Employment Ontario client will only have one
    open Employment Ontario case at a time (may have
    multiple services/activities/providers)

EOIS Initiative Level Project (17)
  • The EOIS Initiative level project has overall
    project management
  • the EOIS solution is delivered on time, within
    budget and meets the Quality Assurance
    standards,
  • proper processes for managing multiple ongoing
    inter-dependent EOIS sub-projects will be in
    place,
  • proper coordinating and prioritizing occurs
    across the sub-projects and
  • ensure that all reporting requirements are met.

  • Secure External Access (17C) Will provide the
    service for stakeholders, clients and partners
    external to the OPS secure access to EOIS.
  • Contract Management and Financial Process (17D)
    Will design, develop and implement contract
    management functionality and financial processing
    in conjunction with IFIS.
  • Case Management Procurement (17E) Will develop
    the RFP based on requirements to acquire an
    off-the-shelf case management tool.
  • Case Management Implementation (17F) Will
    design, configure and implement the case
    management solution.

EOIS Projects
  • EOIS Infrastructure (17G) Will provide and
    manage the infrastructure required for the EOIS
    sub-projects in conjunction with ITS.
  • EOIS Business Alignment (17H) Will provide and
    manage business deliverables required by EOIS
    sub-projects. (E.g. organizational change
    management strategies, training EOIS business
    processes, etc.)
  • Enhanced Information Referral (17I) Will
    design, develop and implement EIR online tools to
    support client inquiries and referrals.
  • Business Intelligence and Reporting (17J) Will
    develop and implement BI tools to support EO
    business delivery, design and management.

  • In January 2008, the EOIS project team will be
    meeting with stakeholders to provide information
    and seek input about the plans for the new
    system.
  • Fall 2008, the ministry will begin using EOIS to
    administer stakeholder contracts.
