3Mental Health and Addictive Disorders are on the
Rise
- The top 3 leading causes of disability worldwide
are behavioral disorders. - (The World Health Report 2001Mental
Health New Understanding, New Hope) - One in five Americans44 million adults and 14
million childrenlive with mental disorders. - Nearly 16 million people have a substance use
disorder alone. - In 2002, there were 4 million adults with a
serious mental illness and addictive disorder.

Transforming Mental Health Care in America
- Mental health services must actively facilitate
recovery. - A call for system transformation.
- The goal Hope for a full life in the community.
- Services and supports are consumer/child/family
centered. - Focus of care must increase illness
self-management and build resilience.

a continuous process, without endmeant to
create or anticipate the future identifies,
leverages, and even creates new underlying
principles for the way things are
done identifies and leverages new sources of
power once the process is begun, a profoundly
different organization emerges, including
changes in structure, culture, policy, and
programs.

- A process, sometimes lifelong, through which a
person achieves independence, self-esteem, and a
meaningful life in the community. - For some individuals, recovery implies the
reduction or complete remission of symptoms. - For others, recovery is the ability to live a
fulfilling and productive life despite a
disorder.
7Transformation Goals
Goal 1 Americans understand that mental health
is essential to overall health. Goal 2 Mental
health care is consumer and family driven. Goal
3 Disparities in mental health services are
eliminated. Goal 4 Early mental health
screening, assessment, and referral to services
are common practice. Goal 5 Excellent mental
health care is delivered and research is
accelerated. Goal 6 Technology is used to
access mental health care and information.

Recommendations 1.1 Advance and implement a
national campaign to reduce the stigma of seeking
care and a national strategy for suicide
prevention 1.2 Address mental health with the
same urgency as physical health
