• The Lisbon strategy.
• One of the aims to refocus the European and
  national budgets on research and innovation.
• Barcelona summit in 2002 - target of investment
  in RD  to approach 3 GDP in 2010 
• For the EU in 2006
• - RD expenditure in of GDP 1.84
• - Financed by business 55

Reaching the 3 objective

• Main lines of action
• At the Spring summit in 2003 it was decided to
  apply the OMC to RD policy making
• Proposals within Lisbon II Integrated Guidelines
  and the National Reform Programmes

• Aim OMC 3
• To help Member States improve their RD policies
  and to strengthen the coordination of research
  policies in Europe.

Means OMC 3

• Policy recommendations to be applied on a
  voluntary basis
• Mutual learning (peer review of national RD
  policies and identification of good practices)
• Identification of concerted or joint policy
  actions between Member States
• Identification of issues requiring complementary
  and mutually reinforcing actions at MS and
  Community level
• ? CREST to be the operational interface between
  Member States when applying the OMC

Reinforcing the OMC

• Link the OMC 3 more to the Lisbon Strategy and
  in particular the National Reform Programmes
• OMC-NET call for proposals

Aim OMC - NET

• Launched in 2005
• Complement the multilateral coordination process
  under the supervision of CREST ( 3 OMC process)
• More effective national and regional research
  policies through policy coordination
• Issues of common interest to smaller groups of
  countries / regions
• Provides additional resources to support
  trans-national policy coordination.

Reaching the 3 objective?

• It is easy...
• The UK, Germany, France, Italy, Sweden, Spain and
  the Netherlands account for about 85 of RD
  expenditures in the EU. If they were to increase
  by 50, then.....
• But is that the purpose?
