Mummy, what is an RDA?
  • RDAs are business-led non-departmental public
    bodies, accountable to Ministers and Parliament.
  • Under the RDA Act 1998, each RDAs role, in
    relation to urban and rural areas, is to
  • Further the economic development and regeneration
    of its region
  • Promote business efficiency, investment and
    competitiveness in its region
  • Promote employment in the region and enhance the
    development and application of relevant skills
  • Contribute, where it is relevant to the region to
    do so, to achieving sustainable development in
    the UK and
  • Formulate and keep under review a strategy in
    relation to its purposes.

England expects
  • In July 2001, the PM transferred the RDAs from
    DTLR as was to DTI, and Ministers agreed that
    Englands RDAs top priorities were to
  • provide strategic leadership
  • promote economic development, enterprise and
    regeneration
  • tackle economic differences within each region as
    well as the differences between regions
  • lead the implementation and development of their
    regions Regional Economic Strategy (RES).

On target?
  • The current RDA target and performance monitoring
    framework comprises three tiers
  • Tier 1 4 objectives (similar to the RDAs
    statutory purposes)
  • Tier 2 11 regional outcome targets (sustainable
    economic performance regeneration urban
    development rural development physical
    development employment skills productivity
    enterprise investment and innovation)
  • Tier 3 5 milestone targets (employment
    opportunities new businesses remediated
    brownfield land learning opportunities
    leveraged investment for deprived areas)
  • RDA performance against the targets and generally
    is monitored by GOs a 50m Performance Fund is
    allocated on the basis of GO assessments.

So whats wrong with that?
  • The targetry and performance monitoring
    arrangements
  • dont reflect national priorities, as set out
    in departmental PSA Targets
  • dont reflect regional priorities, as set out
    in Regional Economic Strategies
  • dont provide a basis for RDAs and Departments
    to work on regional priorities in a way that also
    serves national interests more effectively
  • dont provide any significant additional
    incentive for RDA senior managers to pursue
    continuous improvement.

Brave new world
  • Subject to Ministers views, RDAs are likely to
    be required to
  • ensure a strong evidence base for the regions
    RES
  • contribute, in a way that reflects the RES, to
    delivery of PSA targets with a significant
    regional economic dimension
  • deliver, in a way that reflects the RES, against
    6 targets (for which there are a total of 4 set
    components) business creation and business
    support employment creation and support
    regeneration and skills
  • report performance in delivering the Corporate
    Plan and undergo periodic comprehensive
    performance assessment
  • strengthen the link between the performance pay
    of senior staff and the RDAs performance.
