Title: Safety and Environmental considerations when building Large New Facilities

1
Safety and Environmental considerations when
building Large New Facilities
2
Planning and Consents
  • Issues to resolve when applying for planning
    permission
  • Visual impact to area
  • Type of materials used
  • Local residents views, usually not favourable
  • Preservation orders archaeological area

3
Planning and Consents
  • Requirements
  • Archaeological surveys old skeleton and Roman
cremation site (pottery etc) found in excavations
    for new car park
  • Environmental impact assessment a legal
    requirement
  • how are you affecting the existing environment
in terms of waste lighting water management etc.

4
Planning Requirements
  • For Diamond Light Source and ISIS Target Station
    2
  • Non light polluting lighting
  • Mounds and banks to shield site from local
    residents (Diamond)
  • Very large earthworks to shield from view from
historic site i.e. the Ridgeway (TS2), this
involved the movement of 330,000 cubic metres of
chalk and earth to reshape the existing mounds

Other issues
  • Rare plants
  • In this case Bee Orchids, this required topsoil
to be removed and replaced when the project is
    finished
  • Dust
  • Complaint from employees and local residents
    about dust caused by excavation.
  • Damping down not really any use as each digger
    bucket load was ten tons

Ground Water
  • The local ground water aquafer must not be
penetrated by piling and drilling deep holes
  • There must be no water pollution of the aquafer
or any other ground water during the build stage
  • All rainwater from the finished project must be
contained on site not discharged to drains. This
requires very large soaks away or ponds to be
    built

Previous Use of LandRAF
  • RAL built on old RAF Airfield
  • An old Mustard Gas storage area was found,
    luckily empty
  • Munitions bullets and bombs also found mostly
    practice bombs and shells!!??
  • This problem required munitions experts to be on
site for long periods of time and closure of
    areas for controlled explosions

Previous Use of LandUKAEA
  • Asbestos Sheets this required a clean up of the
    area by specialist contractors
  • Old cables Wiring for who knows what, in almost
all cases not used and dead. Each one requires
    checking to confirm this

15
Build Stage
  • A means to separate employees from the building
    site and building site workforce
  • Fencing round the whole site with entry control
    (notional factory)
  • A bridge over RAL access road for building site
    personnel
  • Traffic control for contractors vehicles at
contact points e.g. traffic lights (Diamond)
  • More difficult to separate when there is no other
means of access for trucks and personnel than
    through RAL itself. (TS2)

Control of Contractors
  • Full induction training by main contractor
  • Strict enforcement of site rule contractors
removed from site if found in breach of the rules
  • Proof of training required before allowed to work
  • Accident reporting to and by main contractor

18
Interactions between existing site and building
site
  • Connection of services e.g. water, electricity
and gas may cause disruption to existing site.
  • This may be caused by holes or trenches in road
    or grounds
  • Trip or slip hazards with water, cables or
    equipment

19
Possible solutions to the problems
  • Plan well ahead, try to foresee the problems
  • Good communications between all parties
  • Know the correct person to speak to about your
respective problem, a list of contacts helps here
  • Visit the site regularly to maintain good
    contacts.
