Background

• Operates as an independent unit of the GF
• Reports directly to the Board
• Administratively OIG is part of the GF

• Not your typical internal or external audit

Mandate and scope of work

• The OIG mandate is to provide independent
  assurance
• that Global Fund resources are being used wisely
  to save lives and prevent the spread of AIDS,TB
  and malaria and
• on the design and effectiveness of controls in
  place to manage the key risks impacting the
  Global Fund's programs and operations
• OIGs scope of work covers all
• Aspects of the Global Fund's activities i.e. not
  just financial
• Stakeholders in the GF processes i.e.
  Secretariat, CCMs, PRs, LFAs, SRs, SSRs etc.
• Systems, processes and operations

Authority

• To
• access all 'books and records' maintained by the
  Global Fund Secretariat
• access all 'books and records' relating to Global
  Fund grants (PRs, SRs, SSRs, LFAs and LFA
  subcontractors
• seek any information required from any personnel
  involved in Global Fund programs
• require such personnel to cooperate with any
  reasonable request made by the OIG and
• obtain independent professional advice/expertise.

  highest standards in our work.
• Comprises two units namely
• Audit Inspections and
• Investigations.
• Planned staff component for 2009 is 18.
• Work through consultants
