  • RCSGSO Way Ahead Proposal
  • At the SpaceOps ExCom CaL meeting no. 16 in
    Tokyo, an action was given to the Technical
    Organising Committee of the RCSGSO 7 to develop
    a plan for organising a 2009 workshop and to
    present it at the next ExCom CaL meeting.
  • The plan proposed below was discussed in quite
    some depth between J. Statman (JPL), N. Kaneaki
    (JAXA), and P. Maldari (ESA)
  • Following the Tokyo guidelines, the RCSGSO
    conference will be restructured into a focused
    workshop on Cost-Efficient Space Operations with
    an attendance limited between 40 and 60
    participants.
  • Although the name RCSGSO is found difficult
    from most people, in view of the success of the
    previous editions, it is proposed to maintain it
    unchanged and to call the 2009 workshop as
    RCSGSO Workshop 8.
  • In order to increase focus on Cost-Efficiency,
    the reduction of the attendance needs to be
    accompanied with a participation at higher level
    i.e. the workshop participation should be limited
    to Technical System Managers, Head of Divisions
    and above (i.e. people with cost-efficiency
    responsibility).

  • Workshop Structure
  • The structure shall be based on a 3 days workshop
    with a very limited number of presentations on
    selected subjects and providing ample time to
    open forum discussions.
  • It is proposed that the workshop be co-hosted by
    an Agency the Industry linked to the hosting
    Agency.

  • Opening Plenary Industry presenting initiatives
  • Lunch
  • Presentation of 4 papers on Subject 1
  • Subject 1 Open Forum discussion

  • Presentation of 4 papers on Subject 3

  • The Subjects shall be pre-established (e.g.
    proposed in agreement between several Agencies,
    possibly via an organisation as SpaceOps ExCom,
    or IOAG) and could be 5 (as in the previous
    example) or less (in favour of more space to the
    Open Forum discussion) or more they should
    however reflect the trends in Space Operation and
    the Cost-Efficiency characteristic of the
    workshop.
  • Possible Subjects for the 2009 workshop could be
  • On the Technical side Virtualisation
    Automation Global Coverage Efficient
    bandwidth usage - etc.
  • On the Programmatic side Budgets Trends -
    Organisational Efficiency - Management
    Methodologies and Tools for Space related
    contracts, etc.
  • A mix of Technical and Programmatic Subjects is
    considered appropriate for the workshop i.e. out
    of the 5 Subjects in the previous example, 3
    could be technical and 2 could be programmatic.
  • The papers to be presented (4 per subject in the
    previous example) should strictly focus on the
    subject and related cost-efficiency aspect and
    should present the Agencies/Industry view on that
    particular subject and provide the elements for
    the following Open Forum discussion.

  • Workshop Organisation
  • The workshop organisation shall take into account
    the budgetary limits of the workshop, the aim
    being that the workshop be cost neutral to the
    organising Institution(s).
  • The workshop will normally take place in
    facilities of the organising Institution (e.g.
    the organising Agency or Industry), as not to
    incur in additional renting expenses.
  • Use of the canteen facilities of the organising
    institution shall be considered for lunches and
    provision of coffee brakes
  • No planned social programme and no field trips
    shall be included in the workshop fees.
  • A minimum of Web/Internet facilities will be
    required for promotion (via e-mail), 1st
    Announcement, Call for Papers, handling of
    abstracts, electronic publication of the
    Programme, registration, uploading of final
    papers.
  • No Book of Abstracts or Proceedings should be
    produced only on-line availability of the
    workshop papers shall be considered

  • A report shall be produced after the Workshop by
    the organisers (Organising Institution/Technical
    Committee) presenting the Key achievements/discuss
    ions of the workshop. This report shall be
    available for downloading within 1 month from the
    workshop. This report could also be published in
    the SpaceOps Communicator.

  • Financial
  • Based on the above, the following budgetary
    estimate is proposed for future workshops
  • Web Administration costs assuming usage of the
    web page of the hosting Institution (i.e. no
    dedicated web pages to be developed), 10000,-
  • Lunches based on 50 launches (single course
    drink - 5 each) in the Canteen of the hosting
    Institution for 3 days, 750,-
  • Coffee Breaks one in the morning and one in the
    afternoon (2.5 /person and coffee break),
    750,-
  • Workshop bags (optional) based on 50 bags at
    10 each, 500,-
  • The above sums up to 12000,- which translates
    in a workshop fee of
  • 240,- for each of the 50 participants.
    Assuming some sponsorship, it should be possible
    to set the workshop fee to 150/participant,
    which seems a reasonable fee for a workshop. .

  • RCSGSO 8 Workshop Hosting
  • JAXA has expressed some interest in hosting the
    RCSGSO 8 Workshop
  • Other possibilities have been mentioned, however
    not explored in detail
  • Conclusions
  • The SpaceOps ExCom is requested to endorse the
    above proposal and to
  • Confirm JAXA as hosting Institution of the RCSGSO
    8 Workshop in 2009
  • Define a list of Subjects to be dealt with at the
    above workshop.
  • Promote the RCSGSO 8 Workshop within the
    SpaceOps ExCom participating agencies,
    particularly addressing people having a
    cost-efficiency responsibility within their
    organisation.
