Applicability Who Has To Do AP?
Procuring Agencies
  • Federal agencies, or any state agency or
    contractor using appropriated federal funds
  • Applies to agencies spending more than 10,000
    annually on EPA-designated items
  • DoD is considered a procuring agency

Exceptions to the purchasing requirements!
  • You are not required to purchase designated
    recycled-content items if
  • The price of the recycled-content item is
    unreasonable, or
  • The performance of the recycled-content item is
    inadequate, or
  • The item is not available within a reasonable
    timeframe or at a sufficient level of competition

EO 13423 Strengthening the Federal
Environmental, Energy, and Transportation
Management (2007)
  • New Executive Order issued by President Bush
    lists all of the sections of Environmentally
    Preferable Purchasing.
  • Requires all agencies to act in sustainable
    manner. This is what buying recycled content
    products is based upon.

Use the Mandated Sources of Supply?
  • First define your product needs for example,
    folders made with recycled content paper
  • Second, go to your mandatory sources of supply
    first and look for the product
  • All of these have some indicator of CPG compliant
    products
  • If they dont supply the item, let them know you
    require recycled content!

Air Force Goal
  • 100 of all products purchased each year in each
    of EPAs designated categories (CPG) shall
    contain recycled materials meeting EPAs
    guideline criteria.
