Unemployment Insurance Program
  • The Unemployment Insurance (UI) program is a
    federal/state program.
  • Purpose of UI
  • To provide workers who are unemployed through
    no fault of their own a temporary partial wage
    replacement to assist the unemployed worker to
    become reemployed Minn.
    Stat. 268.03 subd.1
  • UI administrative costs are paid by a federal
    grant which is funded by a federal tax on
    employers.
  • Minnesota UI law must conform to federal law.

1. Regular State UI
2(a). Emergency Unemployment Compensation (Tier
I EUC)
3(a). Federal/State Extended Benefits (EB)
  • All UI applicants start in the Regular State UI
    program. For most applicants this program
    provides up to 26 weeks.
  • Congress has enacted a two-tiered Emergency
    Unemployment Compensation extension EUC
  • Tier I EUC provides up to 20 weeks of benefits
    for all states.
  • Tier II EUC provide an additional 13 weeks for
    states with an average unemployment rate for the
    past 3 months of 6.0 or higher.
  • Federal/State Extended Benefits (EB) has existed
    since 1970. It triggers on and off based on the
    states unemployment rate.
  • Tier I provides up to 13 weeks if Minnesotas
    average unemployment rate for the past 3 months
    was 6.5 (or higher).
  • Tier II provide up to an additional 7 weeks if
    Minnesotas average unemployment rate for the
    past 3 months was 8.0 or higher.
