The CB Scheme, originally operated by the
CEE (International Commission for Conformity
Certification of Electrical Equipment), was
integrated into the IEC in 1985 as the CB Scheme
of the IECEE Today this Scheme is called Scheme
of the IECEE for Mutual Recognition of Test
Certificates for Electrical Equipment (CB Scheme)
The aim of the CB Scheme is to provide
Manufacturers seeking worldwide third party
certification Marks, the most economic and cost
effective procedures with short certification
time frames

7Basic principles
The CB Scheme is based on the principle of
Mutual Recognition by its Members of Test
Certificates for the purpose of issuing
third-party certification Marks at National Level
The Members of the Scheme commit themselves to
Recognize the CB Test Certificate issued by any
Certification Body accepted by the CMC to
operate within the Scheme

9CTL - Committee of Testing Laboratories
147 Testing Laboratories (CBTLs) located
worldwide represented by high skilled experts in
testing activities The Committee of Testing
Laboratories (CTL) is the Technical branch of
the IECEE The CTL is composed by experts employed
by Testing Laboratories The aim of the CTL is to
achieve reproducibility of test results and to
promote a close collaboration between Testing
Laboratories The use of CTL Decisions is
mandatory in thefield of the IECEE Schemes and
shall be appliedtogether with the relevant IEC
Standards

Provide Testing Laboratories with a forum in
which practical testing problems can be
demonstrated and discussed Detail the way in
which the tests have to be carried out so as to
achieve the necessary reproducibility of test
results Monitor the proficiency testing programs
of the Testing Laboratories Harmonize the design
and use of the test equipment referred to in
standards and to make recommendations to the
relevant TC of the IEC for improvements of those
standards
