USTRANSCOM is disconnected from most of the
Armys surface mobility forces hindering its
ability to meet its responsibilities as the Joint
Mobility Force Provider and the Distribution
Process Owner
Impacts
- Limited ability to effectively provide critical
rapid Air Sea port opening / - operating capabilities to support joint
expeditionary force requirements - Lack of C2 relationships between USTRANSCOM and
Army surface mobility - forces creates gaps in end-to-end deployment
and distribution operations -
- No permanent relationship exists to exercise

flow is through SDDC RC TDA units (DSBs) - No Army functional O6 level MTOE HQs exists to
execute rapid port opening or port operations - TTOE has some skills and knowledge for port
operations but does not have command
