• GoT recognized that environment/dryland issues
  was lacking in the first PRS.

• New Poverty Strategy National Strategy for
  Growth and Reduction of Poverty (NSGRP)

• New Strategy has a specific goal on environment
• All men, women and children are able to access
  clean, affordable and safe water,sanitation,
  decent shelter and a safe and sustainable
  environment and thereby reduced vulnerability
  from environment risk Target Reduced

• 14 of 99 targets in NSGRP directly relate to
  environment/dryland issues
• Interventions on environment expected to
  contribute to other goals.

  catchments to ensure water and energy services
  are provided for the economy and to support
  peoples livelihoods.

  and natural resources and reduction of corruption
  in NR Sectors.

• Goal on Reducing Income poverty of men and women
  in rural areas
• Intervention on increasing livelihood/employment
  from natural resources use and a greater share of
  benefits from wild life, forest and fisheries to
  local communities

Challenges

• Implementation of interventions and developing
  operation guidance for mainstreaming at the local
  and sect oral level
• How to show impacts?
• How to compete with other cross- cutting issues.

Lessons learnt

• Process is important as the final product
• Strong national group of stakeholders leading to
  champion environment
• Poverty and Environment has two directions
• Make economist, planners and central policy
  makers understand why environment matters e.g.
  Kenya organized a tour for Treasury staff
  including head of PRSP secretariat.

• Make environment/dryland practioners understand
  the importance of PRS, budget.
• Analytical work on the links between poverty and
  environment/dryland, including contribution to
  growth, public expenditure reviews, the
  environment and vulnerability studies from the
  participatory poverty processes

• Partners can make a contribution
