3What is Reading First?
It is the program funded through the Federal No
Child Left Behind legislation and administered
through the Just Read, Florida! Office.
Reading First grants assist Florida school
districts and schools to implement proven methods
of scientifically based reading instruction in
classrooms in order to prevent reading
difficulties in grades K-3.

Initial Instruction
65 Major Components of Reading
Phonemic Awareness specifically focuses on
individual sounds (known as phonemes) in words.
Phonics is the study of the relationships between
letters and the sounds they represent
(sound-symbol correspondences).
Fluency is the ability to read text quickly,
accurately, and with proper expression.
Vocabulary refers to all of the words in our
language. One must know words to communicate
effectively and comprehend when reading.
Comprehension is understanding what one us
reading. This the ultimate goal of all reading
activity.
7Assessment Screening Progress Monitoring
Assessment Screening provides the teacher a
beginning assessment of the students preparation
for grade level instruction. They are a first
alert that a child will need extra help to make
adequate progress in reading during the year.
Progress Monitoring keeps the teacher informed
about the childs progress in learning to read
during the school year. They are a quick sample
of critical reading skills that will tell the
teacher if the child is making adequate progress
toward grade level ability.

Outcome Assessments are given at the end of the
year for two purposes.
1 To evaluate the effectiveness of the schools
reading program for all students.
2 Reading First requirement for districts to
evaluate their progress toward meeting
the goal of every child reading on
grade level by third grade.
