Title: Why are we here?

1
Why are we here?
  • Vision for the Future
  • Better process and tools to build the NEI
  • Develop collaborative approach to building the
    NEI
  • How does the agenda tie to vision
  • Reengineering the future of the NEI
  • Learn from the current process and tools (2002)
  • Advance proposal for 2005
  • Get your input on vision for the future
    (Reengineering and brainstorming)

2
The National Emission Inventory
  • Re-engineering a New Process

3
Overview
  • Current NEI Process
  • Challenges of the Current Process
  • What is Reengineering?
  • Why Reengineer?
  • Goal for the Project
  • Project Schedule
  • Project Information

4
Current NEI Process
  • EPA creates a preliminary inventory for comment
    and review
  • Data are submitted by State, Local and Tribal
    agencies using CDX
  • EPA processes the data and creates a draft NEI
  • State, Local and Tribal agencies review and
    comment on the draft NEI
  • EPA resolves issues and incorporates comments
  • EPA releases the final NEI

Challenges of the Current Process
  • Its a complex process
  • Accepts multiple file types
  • Relies on multiple data sources whose data is
    correct?
  • Lacks a standard for review and comment
  • Requires too much time to format data and process
    corrections

7
Challenges of the Current Process (contd)
  • Start from scratch each cycle
  • Takes three years to create an emissions
    inventory
  • Limited transparency
  • Inconsistent/limited access to NEI data

8
What is Reengineering?
  • Business Process Reengineering
  • Review current business processes and data
    systems
  • Identify areas of change
  • Implement fundamental improvements for all
stakeholders involved in the NEI process
  • Make the process more efficient
  • Leverage technology

9
Why Reengineer?
  • To address external critiques of emissions
    inventories
  • National Academy of Sciences report
  • Clean Air Act Advisory Committee report
  • NARSTOs Emission Inventory Assessment
  • To address internal critiques of emissions
    inventories EPA, S/L/T, RPOs
  • To provide better quality and more timely data

10
Why Reengineer? (contd)
  • To take advantage of new technology
  • To build transparency into the process
  • To provide enhanced access to the data
  • To ensure the NEI provides value to the entire EI
community as the premier emissions inventory
  • To incorporate lessons learned

11
Goal of the Reengineering Project
  • Build a more accurate emissions inventory by
creating an efficient and transparent process

12
Achieving the GoalThe Emissions Inventory
System (EIS)
  • Enhanced quality assurance as part of the
    submission process
  • Streamlined data reporting requirements
  • Consistent file transmission method
  • Timely on-line access to draft inventory data
  • Standard review and comment method
  • Improved access to data

Project Schedule
  • Preliminary schedule
  • 2005-2006 Define the new process and system
  • 20062007 Design and development
  • 2008 Test the new process and system
  • 2009 Launch the new process and system for the
    2008 emissions inventory
