Methods to access accountability

• Is the program what was described? Begin with
  the proposal, catalog description or Gantt chart
  and see if what is happening is what was
  described. One must be sure that the program
  director has not notified the funding agency with
  changes. One must note whether the program is
  serving the targeted group in numbers specified,
  that resources are being used appropriately.

Methods to access accountability

• If there is major variation from the described
  program, the evaluator must confer with program
  management to find out what is going on. The
  findings on accountability include scope, size,
  schedule and activities. These are important
  findings to establish the context of the
  evaluation.
