Effects of Substance use on complexity

• the complexity of needs of substance misusers in
  CJS are three times the complexity of needs of
  those with no substance misuse treatment needs
• in terms of accommodation, ETE, social
  development, mental and emotional or physical
  health needs, substance misusers at tier 2-3 have
  the highest levels of needs (equal or slightly
  greater in intensity to those needing residential
  treatment)
