Title: BackCountry Recreation
1(No Transcript)
2Semi-Primitive BackCountry Recreation
- A Designation to preserve access to Public Lands
for Future Generations
3- More more people are enjoying recreation on
their public lands. - Forest reports predict a 37 increase in Forest
Visitors by the year 2025. - Yet more more public lands are closed to many
forms of recreation through restrictive land
designations such as
Wilderness Wilderness Study Areas Scenic
Rivers National Monuments
4National Forest Public Lands
192,000,000 acres
Designated Wilderness
107,000,000 acres
55 of National Forest multiple use lands, but
off limits to most recreation
- Yet as little as 2 of the people who visit
National Forests recreate in Wilderness. - Only the hardy few, who have the time ability
to hike or horseback long distances can enjoy
this huge area of public land
5Without Public or Forest Service involvement
- Most people would agree all appropriate lands
have already been designated Wilderness. Yet
there a few people who are pushing for more
Wilderness. Inappropriate Wilderness, which will
reduce the publics access to their own lands.
6According to the UNITED NATIONS Wildlands Project
this is what the Wilderness advocates want.
Areas in RED will allow little or no human use

8- Few if any of these areas were recommended for
Wilderness by the Forest Service
But Wilderness advocates apparently know better
than the Forest experts we pay to manage our land
9It is clear another form of designation is needed
to preserve access for every form of recreation.
- Semi-Primitive BackCountry Recreation Designation
10Semi-Primitive BackCountry Recreation Designation
would
- Ensure the sharing of our Public Lands
- Provide a level of permanency for Multiple Use
Lands on which 95 of the public recreate - Preserve access to all existing roads trails
for future generations of fisherman, hunters,
hikers, horseback riders, trail bikers, cattle
grazing, mountain bikers, 4x4, campers more. - Encourage volunteerism by assuring trails would
not be closed to those who volunteer on them - Allow Forest Service the flexibility to manage
protect our lands using all appropriate tools
under the strictest regulations in the world. - Allow more cost effective maintenance of trails
using motorized crews volunteers - Promote the net best public benefit by spending
money on trails that can be enjoyed by everyone,
instead of a very few - Allow fire crews to fight unnatural wildfires
preserve their access roads
11Semi-Primitive BackCountry Recreation Designation
- Would not reduce any of the many stringent
existing regulations to protect wildlife
resources already in effect on Public Lands - Would not reduce the ability of the Forest
Service to manage any roads or trails, including
the ability to close specific trails as required
for management - Would not allow creation of new routes without
Forest Service process approval - Would not allow degradation of resources
- Would not allow off route travel
- Would not promote motorized use
- Would not promote logging or mineral extraction
12- The public needs access to their National Forests
- Preserving existing motorized forest roads
trails will help ensure continued public access
for every form of recreation, as well as tourism
income, upon which local communities depend
13 The Semi Primitive Recreation designation is
not a new idea. It is a documented existing land
designation on Forest BLM lands, but only lacks
federal legislative status
Folks who prefer to recreate in hiking/horse
areas already have over 52 of the best public
lands in permanent Wilderness designation. Semi
Primitive BackCountry Recreation designation
would ensure the remaining public lands are
permanently open to all forms of recreation for
the other 95 of the public
14- Incomparable views from motorized access trails
would be protected for future generations by
Semi-Primitive BackCountry Recreation Designation
15Semi-Primitive BackCountry Recreation Designation
preserves Livestock Grazing, Wildlife Management,
Resource Conservation, Renewable Resource
Harvesting Private Property Rights
- Semi-Primitive BackCountry Recreation Designation
is good for the environment - as well as good for the economy good for the
public
16- BackCountry Recreation would preserve existing
motorized access roads trails for handicapped
people, so they can enjoy designated roads
trails on some of their public lands
17- Over 23,000 people have signed a petition
opposing any further Wilderness Designation in
California
18- Millions of dollars are being spent to create a
Designated road trail system on our National
Forests.
The Semi-Primitive BackCountry Recreation
Designation would ensure this money was well
spent by protecting existing roads trails from
future closure via Wilderness or other
restrictive Designations
19- Motorized Mountain Bike volunteers have donated
thousands of hours of labor to maintain trails
within areas now proposed for Wilderness.
Instead of being prohibited from these trails,
they deserve continued access to the trails they
love enough to volunteer their time maintaining
