The adapted philosophy

• The students were asked to debate current
  policies by examining and researching problems
  that they identify.

Goals

• To give the students a problem based model in
  debate that would be a closer process to what
  they would use in the real world.
• To give the students a forum to critically
  examine public policies.

Where we started

• We needed to gain an understanding of problems
  and policies as outlined by the tips program.

An Umbrella Topic

Due to the great focus on police community
relations the students chose to deal with the
problems and polices concerning policing bodies
in society.

Problem

• The standard that student work reaches in the
  public school system is low and therefore high
  school education is devalued.

Policy

• Require students to pass regents exams that
  measure necessary skills before they are granted
  a High School diploma.
