Skopje 14.11.2008, Holiday Inn hotel, WKÖ
Delegation in Macedonia
Prepared by Robert Sarlamanov, Programme officer,
Office for Technical Cooperation Austrian
Embassy
2We shall focus on .
- Renewable energy potentials
- Legislation and strategic framework incl.
delegation of responsibilities - Wind energy potentials
- Solar energy potentials
- Biomass energy potentials
- Geothermal energy potentials
- Small hydro energy potential
- Energy efficiency
- Legislation and strategic framework
- Energy efficiency in buildings
3Legislation and Delegation of Responsibilities
- Legislation and strategic framework
- Law on Energy
- Law on Environment (CDM)
- National strategy on renewable energy in process
- CDM strategy in place
- Book of rules for renewable energy sources and
on guarantees of origin for electricity
production (OJ nr.127-2008) - Book of rules for privileged producers (under
public discussion) - Responsibilities
- Subsidies and incentives Ministry of Economy
- Privileged producer Guarantees of origin
procedures Macedonian Energy Agency - Feed in tariffs Energy Regulatory Commission
4Share of the renewable energy out of the gross
energy consumption
- Hydro power input approx. 3 of gross energy
consumption - Wood input approx. 6 of gross energy
consumption - Geothermal energy input approx. 0,4 of gross
energy consumption
5Wind Energy Potentials
- An official countrywide wind-atlas is not
available yet - Systematic measuring
- campaign is required in
- order to draw safe estimations
- Feed in tariff for electricity produced from
wind power plants 8,9 cent/kWh, in place - since May 07
SourceTECHNICAL REPORT Use of Renewable
Energies and Energy Conservation PART D Wind
Energy, Biomass and Solar Energy
6Solar Energy Potentials I
-
- Solar irradiation in Macedonia is amongst the
highest in Europe - Yet, the contribution of different solar systems
to the total energy consumption is insignificant
(less than 1) HUGE POTENTIAL - Average daily solar irradiation is between 3,4
kWh/m2 and 4,2 kWh/m2 - Total annual solar irradiation of 1250 kWh/m2 in
the northern and 1530kWh/m2 in the south-western
part of Macedonia - The average annual irradiation is1385 kWh/m2
7Solar Energy Potentials II
- Solar Water Heaters
- Solar labelling under way
- Solar test centre established
- Association Solar Macedonia established
- GoM has introduced set of incentives reduction
VAT from 18 to 5 - Photovoltaics - feed in tariff in place
- Group 1 50kW 46 cent/kWh
- Group2 gt 50kW 41 cent/kWh
8Biomass Energy potentials I
- Biomass potentials in Macedonia
- Wood
- Approx. 90 of the total forests in Macedonia are
managed by PE Macedonian Forests) - Over 90 of the users are the households
- 800,000 m3/year wood provides about 2,660
GWh/year - 8.9 of the total primary energy
consumption - Only 0.5 out of the of this percentage goes on
residues - Theoretical capacity of 6,000 GWh/year from
wood. - Agriculture residues Wheat, Grapes, Potatoes,
TomatoesFAO web - Organic waste (not advanced waste management)
- Animal waste (poultry, pigs etc)
9Biomass Energy potentials II
- Biomass for district heating (Law on PPP please.
Possible PPP with the local government and the
PCEs ) - Biomass for electricity from biogas (produced
from biomass) - Feed-in tariff since November 2007
- Group 1 500kW 13 cent/kWh
- Group2 gt 500kW 11 cent/kWh
10Geothermal Energy Potentials I
- Macedonia has
- 12 geothermal areas
- 18 localities on and
- more then 50 sources with water temperature
24-78C (90-110C is expected on depth gt 800m)
- The existing thermal capacity in Macedonia
accounts up to 74.5 MWt. Yet, the proven thermal
potential is with 220 MWt - App 70 of the produced geothermal water is
being consumed by the agricultural sector (green
houses)
11Geothermal Energy Potentials II
- Regulation
- Book of rules on the method and conditions for
geothermal energy price regulation - Tariff System for Selling of Geothermal Energy
(OJ No. 7/2001) http//www.erc.org.mk/DefaultEn.as
p
- Potential for further extensions and achieving
higher energy efficiency at the exiting
facilities - Very good knowledge and experience in the
country - More data to be found in the WB Study on
geothermal potentials from 2001
12Small hydro-power potential I
- Study on small hydro power plants (HPP)
- 400 possible locations of small HPP (50-5.0000
kW) - Total installed power 250 MW
- Annual electricity production 1.100 GWh
- International public calls announced by the
Ministry of Economy for water concession for
electricity production - from 41 SHPP (2007)
- from 27 SHPP (2008)
- The Ministry of Economy should launch its next
tender for small HPP
13Small hydro-power potential II
- Feed in tariff system in place since beginning of
2007
14Energy efficiency (EE)
- Legislative and strategic framework
- Law on Energy
- Book of rules for EE of households appliances
- Book of rules for EE in buildings
- Strategy for energy efficiency, 2004
- We recognise a huge potential for EE
- in the industry (cleaner production, win-win
strategies etc) - in the administration
- in the residential sector
