4What is an Outcome?
An outcome is a way of shaping and driving whole
system change through appropriate partnership
working.
5What is the purpose of Outcomes?
Their purpose is to structure objectives and
performance to help ensure that Commissioning and
Service Provision are firmly focused on
delivering services that matter to local people.

for truly effective joint commissioning to
occur, the performance management and assessment
systems of health and social care need to be
aligned. Having different performance measures
and targets for PCTs and local authorities has
not facilitated joint commissioning. (Department
of Health 2006a, para 7.62)

Services
The DASS is responsible for ensuring that there
is a clear organisational focus on Safeguarding
Adults in vulnerable situations. He or she
should also ensure that clear protocols are in
place for dealing with adults identified as being
at risk. He or she should ensure that the local
Adult Protection Committee or similar
arrangements are working effectively and that the
POVA requirements are met.

The process of translating aspirations and need
into timely and quality services for people which
meet their care needs, promote their
independence, provide choice are cost effective
and support the whole community. This process is
about transforming and changing lives, it is not
about commissioning commodities.
