3FOREWORD What does the PROXIMITY POLICE mean?
Generally speaking, the concept of
Proximity Police is a modern manner of police
work, very obiously within the approach made by
each police officer in their daily
duties. Romanian Police is ready to act, in a
preventive and proactive manner, to identify and
combat the society problems, which could generate
fear or an unsafe feeling. In the same time,
Police - as an institution - should try to
identify the causes that might arouse criminal
activities and to solve these problems in close
co-operation with citizens , government
institutions and the NGO( non-government
organizations).

increasing number of cases of disappeared
children - the increasing number of cases of
children being victims of aggression and robbery

124. PROJECT ELABORATION STRATEGIC GOAL - the
development of a inter-institutional network that
should diminishing the criminal risk for pupils
and improving the way they react in any crisis.
THE PURPOSE OF THE PROJECT - 20 reducement
of the criminal offences committed by the pupils
at school and in its neighbourhood.
13THE PARTNERS OBJECTIVES - The assesment of
the families with a low level of finance - The
achievement of a data base for the childred who
abandoned the school - Reducing the risk for
children to be victims in their way to/from
schools - Training the teachers and any other
persons who use to work with pupils - Setting
up some joint operation of the partners in the
project - The permanent exchange of information
between the partners - Informing the citizens
about what happens in the neighbourhood of the
schools - Publishing some preventive
leaflets.
14JUSTIFICATION According to the statistics,
during 2007 the number of children who abandoned
the school is 10 over the number registered in
2006. These children come from unsettled
families or their parents went abroad to work and
let them with a relative or a legal guardian.

18PROJECT IMPLEMENTATION
- The partners in the project, the parents of the
children who attend the schools in District 6 and
the representatives of mass-media were invited to
take part to the launch of the project.
196. THE EVALUATION
- The activities for 2007 were planned in
September 2006 and the first evaluation of the
project would take place in March 2008. -
