Almost all local governments in Japan are trying
to implement the New Public Management (NPM)
for citizen-centered service. NPM bases on
Participation of Residents to their Local
government. VE center has developed the
promotion tool of Participation with rating the
local government Portal site, 24 hours a day, 7
days a week. This is the eParticipation tool
named Homepage Matsuke
(Watchdog).
