- ? The new procedures result out of the experience
gained from a decade of worldwide ACAS II
operations and as a result of several monitoring
programmes. - ? The most important change is related to the
procedure when an RA is generated. The new
procedure clearly states that

- ? Pilots shall respond immediately by following
the RA as indicated, unless doing so would
jeopardise the safety of the aeroplane. - ? Pilots shall follow the RA even if there is a
conflict between the RA and an ATC instruction to
manoeuvre. - ? Pilots shall not manoeuvre in the opposite
senseof an RA.

- ? PANS-OPS now states that visual acquisition is
no longer an acceptable reason not to follow an
RA - ?Visually acquired traffic may not be the same
traffic causing an RA. Visual perception of an
encounter may be misleading, particularly at

RAs to the controller is reinforced - ? Pilots shall, as soon as permitted by flight

- ? With effect from 1 January 2005, all civil
fixed wing turbine-engined aircraft having a
maximum certificated take-off mass exceeding
5700kg, or a maximum approved passenger seating
configuration of more than 19, will be required
to be equipped with ACAS II
20IMPLEMENTATIONISSUES
- ? Transitional arrangements were developed
because some operators of Phase 2 aircraft will
be unable to achieve ACAS II equipment
installation on their aircraft by 1 January 2005
because of the following implementation issues

- ? non-availability of an ACAS II SB/STC or
- ? certification problems/delays in the
development of SBs and STCs, are delaying the
installation programme of Mode S transponder
equipment compliant with the mandatory
requirement for Mode S Elementary Surveillance
(ELS) and Enhanced Surveillance (EHS). - ? A number of operators of Phase 2 aircraft are,
for practical engineering and installation cost
considerations, seeking to combine their ACAS
II installations with the installation of Mode S
transponder equipment which is Mode S ELS and
EHS compliant.
22TRANSITIONAL ARRANGEMENTS
- ? To address the identified implementation
issues, the following Transitional Arrangements
have been approved by the PC -
- ? the Phase 2 mandate date, 1 January 2005, will
be maintained. This supports the requirements
of ICAO Annex 6 SARPs and JAR OPS. -
- ? the final date for compliance will be 31 March
2006. This date has been selected on the advice
of industry representatives, to enable operators
to schedule their ACASÂ II installation in line
with maintenance schedules, whilst ensuring that
the pressure to comply with the mandatory
requirement to install and operate ACASÂ II is
maintained.
23TRANSTIONAL ARRANGEMENTS (Cont)
- ? To ensure that individual States authorities
are not burdened by excessive exemption requests,
the Agencys ACAS Mode S Programme will manage
and coordinate the transitional arrangements on
behalf of the ECAC states - ? An aircraft exemption granted under the
Transitional Arrangements will be temporary,
specific to each airframe number and will not be
transferable. Each exemption request will be
considered on a case-by-case basis.
24PROMULGATION OF THE TRANSITIONAL ARRANGEMENTS
- ? A specimen AIC has been developed, explaining
clearly the Phase 2 transition arrangement
provisions. This AIC has been distributed to the
Authorities throughout the ECAC States, with the
request that it be adopted at the earliest
possible AIRAC date. - ? Details of the Arrangements have been forwarded
to all European Operators of Phase 2 aircraft, to
Aircraft and ACAS II equipment manufacturers and
to relevant Industry and Aviation bodies eg ERA.
The Agency is also developing various publicity
campaigns.
