What is UITP?
  • UITP was created by King Leopold II of Belgium in
1885, in order to exchange information, best
practise and to promote collective passenger
transport - its mission remains the same today!
  • It is the world-wide representative body for all
those involved in collective passenger public
transport mainly dedicated to urban, local and
    regional transport...
  • UITP covers all modes (metro, bus, light rail,
    regional and suburban railways, ferries)
collective transport in a wider sense

3
UITP members
  • UITP has over 2200 members in 80 countries
representing all the major mobility actors on a
regional and local level, such as
  • Those responsible for ensuring the operation of
    services
  • Authorities and bodies responsible for
    organising public transport
  • The service and supply industry
  • Research institutes, consultants and academics
  • National and other transport related associations

4
UITP MEMBERS REGIONS
5
Quality of life in European urban areas
  • 80 of citizens live in urban areas
  • where environmental problems are felt most
    strongly
  • Noise, poor air quality, heavy traffic,
  • neglect of the build environment, poor
    environmental management

6
Quality of life in European urban areas
  • Some figures
  • In terms of air quality, the Commission estimates
that - in the EU - 300.000 persons die each year
prematurely due to air pollution related deseases
  • Urban transport accounts for 40 of CO2 emissions
from road transport and 70 of other pollutants
    from transport,
  • Congestion costs 2 of GDP, they are concentrated
    in and around cities,
  • 65 of accidents occur in urban areas

8
Integrated land use planning(ex Helsinki)
  • Close cooperation between the different
    departments of the City.
  • Public Transport is integrated in each new
development and is built before other buildings

9
Urban development (ex Madrid)
MetroSur is the venture the Madrid Regional
Government have put in place to reinforce
development in the Madrid southern region, in the
form of a Metro ring line that links the five
municipalities each other.
10
Restriction of car traffic(ex Strasbourg)
Transport master plan - 3 light rail lines -
Complementary bus network - Restriction of car
traffic (in-transit traffic forbidden) - Control
of parking - Exclusive bicycle lanes
11
Restriction of car traffic(ex London)
  • Congestion charging
  • - 70.000 fewer vehicles in 2006
  • - Traffic level decrease of 20
  • Most of avoided car trips transferred to PT
  • 8000 buses on 700 routes
  • At the same time
  • Investment into cleaner technologies
  • Introduction of hybrid buses

12
Priority to public transport(ex Bogota)
  • Increase of capacity to 45,000 pax/hour/direction
  • 32 reduction in travel time for users
  • Up to 40 reduction in air pollutants
  • 93 reduction in road fatalities
  • Level of acceptance 98

13
Priority to public transport(ex Nantes)
14
Congestion public space
15
Urban space is limited
  • To carry 50,000 people per hour and per
    direction, you need
  • 175 m wide road used by cars
  • 35 m wide road used by buses
  • 9 m wide rail track bed for metro

16
Recommendations for a sustainable mobility
17
Adequate urban development models
  • Promoting densification, in particular close to
    public transport stations
  • Integrating urban development and public
    transport infrastructure projects
  • Limiting parking spaces for new offices and
    commercial premises

18
Zero growth in car traffic
  • Parking policy (spaces, charges, control)
  • Discouraging supply of a company car
  • Balancing use of road space in favour of
    pedestrians, cyclists and public transport
  • Restricting access to city centre at certain
    times
  • Introducing road pricing

19
Development of attractive and efficient public
transport
  • Increasing investment in public transport
  • Rationalising investment choices
  • Developing reserved routes for public transport
  • Providing intermodal public transport with
    integrated fares
  • Developing creative financing schemes

20
The vicious circle
Higher operating costs
Increase in negative effects pollution, noise,
accidents, wasted time
Higher motorization rate
