- The reorientation of the Bundeswehr is one of
the major reforms envisaged by the federal
government.

- Germany's armed forces must being prepared for
full deployment and readily available for the
likeliest missions - reduction of personnel (360.000)
- reorganisation
- the equipment held by the Bundeswehr will be
fully modernised - establishment of the Acquisition and Operation
Company (GEBB).

- Germanys geo-strategic situation improved
considerably after the removal of the East-West
antagonism - national defense, alliance defense and crisis
prevention including crisis management - Combined and joint operations
- More Flexibility in procurement and operation.
4Establishment of an IT director
Top priority strategic deployability
spaceborne reconnaissance capability
Second priority will go to fielding
high-performance, compatible communication and
command and control facilities, these being
pacemakers for interoperability and a basic
requirement for establishing a joint and combined
system network.
- The different controlling systems applied in the
various organisational areas will be merged into
one unified general controlling system. A
strategic controlling element will be established
to immediately support and advise the minister.
The post of an IT director will be established
within the executive group. the responsibilities
for the procurement and operation of IT software
and hardware, which have hitherto often been
split up between the users and the suppliers,
will be merged and placed in his charge.

5Principles of IT
- IT must be optimised for the likeliest missions
- joint solutions have priority before
TSK-particular solutions - future requirements are joint and combined
- responsibilities must be more centralized
- IT-projects must be fit into a joint architecture
(operational and technical) - using COTS solutions has priority over fulfilling
requirements sharply - incremental evolutionary develepment is a must
- first increments must be fielded in less than 2
years - realisation and operation by industrial methods
