  • This Directive establishes a scheme for
    greenhouse gas emission allowance trading within
    the Community in order to promote reductions of
    greenhouse gas emissions in a cost-effective and
    economically efficient manner.

Benchmarking may be a step in the right direction
  • If properly developed, it could provide for
  • Longer term stability
  • Environmental integrety
  • A solid foundation for a simpler, harmonised
    system

however, some issues have to be resolved
  • The carbon tax must be abolished for the
    benchmarked sector
  • The imbalance between renewables included in the
    directive (biomass gt20 MW) and those that are not
    (wind, waste heat etc.) must be adressed.
  • It must be clarified what striving for
    international harmonisation actually means.
