2EmPACT stands for Employee Plant Access Control
Tracking. Automates Southern Nuclear Companys
Nuclear Power Plant Access Authorization Program,
Random Pool, and Follow-up Pool
Integrates with PADS and corporate training
program. Maintains 13 layers of corporate and
site employee and contractor user security.
3The EmPACT Today Page serves as the starting
point for all activities. The Today Page also
displays pertinent information dynamically based
on a users role.
From the Today Page, users can search by name,
company, and SSN.
The EmPACT navigation control allows users to
enter the Candidate, Request, FFD, Badging, PADS
Import, Reports, or Maintenance areas of EmPACT.
Users can also specify and save default site and
report settings.
4The default site control will specify the site
filter throughout the application. The Core
Reports control customizes the Today Page data
based on an individual users activity.
5EmPACT captures general personnel information
that is not related to a specific unescorted
access authorization, unescorted access, or
fitness for duty record as a Candidate. This
allows personnel information to be stored by
Security, Human Resources, Safety and Health and
contractor users.
In order to create or modify a candidate record,
click the Candidate New or Edit button on the
EmPACT navigation control. Next, specify the
candidate SSN.
6Users can also create reminders.
7Users can designate a Candidate as having access
to the Owner Controlled Area.
Users can designate a Candidate as Critical Group
and a member of the Insider Mitigation Program.
This feature allows Security users to track and
perform reinvestigations.

10If a contractor is requested to work a site for
the first time, his or her access history can be
downloaded from PADS.
EmPACT submits and retrieves records from PADS
every 15 minutes. EmPACT submits nightly updates
to PADS.
11EmPACT captures all data that is collected in
order to grant a candidate unescorted access as a
Request.
In order to create or modify a Request record,
click the Request New or Edit button on the
EmPACT navigation control. Next specify the
Candidate SSN.
12Users can create reminders.
Users can create and edit Candidate general
personnel and demographic information.
13The Request Page captures and validates all
required elements for unescorted access.
Psychological survey and drug and alcohol results
must be entered. Drug and alcohol results are
automatically retrieved from the EmPACTs FFD
functional area.

15Once all required elements are entered and
validated based on PADS Consent date and Basis
for Action, a Request can be approved for badging.
16EmPACT captures unescorted access date on the
Badging Page. A badge is the physical device
that is issued after unescorted access
authorization is granted, and a Candidate arrives
onsite.
In order to badge, terminate, or place a
Candidate on administrative hold, click the
Badging button on the EmPACT navigation control.

19EmPACT captures 5-panel drug and alcohol tests
which are required to maintain unescorted access.
In order to create or modify a fitness for duty
screen, click Non-Random, Random, Follow-up Pool,
or Edit on the Fitness for Duty EmPACT navigation
control.
20Enter onsite FFD results.
21Enter MRO confirmed results.
Upon entry, FFD results will be automatically
linked to pending Request records.
22EmPACT generates and tracks the weekly selection
of Candidates for unscheduled FFD screening.
- EmPACT includes the following in the Random Pool
- Approved Candidates
- Badged Candidates
- OCA Candidates
- All employees
- EmPACT receives file imports from plant and HR to
ensure accuracy.
23Upon specifying plant and HR file sources, EmPACT
generates pool statistics. EmPACT allows
alternate counts to be increased or decreased.
If statistics are valid, Random Pool can be
generated for each site.
24After the Random Pool is successfully generated,
the EmPACT Random Pool Page will be populated
with the primary, alternate, and pending
selections.
Candidates SSNs can be selected in order to
enter FFD results.
25A Candidate can be added to the Follow-up Pool
through the Candidate Page.
26Upon entering Follow-up Pool data, multiple
iterations can be specified. Part 26 is included
a custom schedule.
27Each month, each sites Follow-up Pool can be
generated and managed.
28For Random and Follow-up Pool FFD Results, EmPACT
captures and tracks notification and arrival
comments.
29EmPACT provides 40 Security and Safety and Health
reports.
