Splice Plate Replacement

• Acquire matched plate
• Field measure bolt holes and dimensions
• Fabricate plate to match

Splice Plate Replacement

• Heat new plate
• Had to be 250 degrees above the temperature of
  existing steel
• Place new plate
• Clean existing steel surfaces
• Manipulate 300 degree, 500 lb steel plate

• Cleanup
• Demobilize
• Re-open bridge to traffic by 900am
• Remove lane closures
• Return to paint exposed steel

Timeline

• 6-1-08 Original Contract completed
• 72.00 over budget for extra police at
  intersection
• 6-2008 Plates sent to IMR Laboratory for testing
• Concluded that plates were improperly tempered
  and therefore extremely brittle
• 10-2008 Burgess and Niple commences next biennial
  fracture critical inspection
• BN find cracked ½ plate on EB bridge
• Traffic reduced to one lane on each structure-
  after much discussion, coordination between FHWA,
  KYTC, ODOT later WB reopened
• KYTC removes EB truck traffic ( 3 ton limit) to
  reduce loading
• Lane closure used for hardness testing by UK Ted
  Hopwood
• Emergency repair contract designed to replace 4
  plates on EB bridge

• Total bridge closure, 2 nights over 1 weekend
• 9pm to 9am, Friday and Saturday nights

Splice Plate Replacement

• 4 plates, U16 member
• 80 ft above bridge deck
• 10 degrees F, windy
• Remove and replace opposite splice plates before
  touching adjacent plates
• Work commenced over 02/11/08 through 02/13/08
• Bridge re-opened to traffic at 800 am on 02/13/08

Conclusion

• 10 more non-critical plates need to be replaced
• Through much coordinated effort and open dialogue
  with the public and the press we can confidently
  provide a safe highway and adequate mobility
  while also taking all necessary precautions.
