Law Enforcement Training
  • This training is NOT WTSC telling law enforcement
    how to do their job.
  • This training IS WTSC sharing NHTSA Best Practice
    Protocols.
  • This training IS WTSC sharing how to assist the
    detailed evaluation that NHTSA is funding.
  • In Washington State, WSP and the WTSC have
    pioneered protocols for Nighttime Seatbelt
    Enforcement.

Nighttime Seatbelt Enforcement
  • The NTSBE overtime grants will specify that each
    law enforcement agency must develop an
    Operational Plan, which outlines how they intend
    to follow the Best Practice Protocols outlined in
    the grant paperwork.

Target Population
  • Only 46 of people in fatal crashes at night are
    buckled up.
  • Males 18 35 years old represent only 25 of all
    males but almost 50 of male traffic fatalities.
  • Hispanic males (NHTSA data indicates that males
    with Hispanic surnames are consistently
    over-represented in fatal crashes).

  • The statewide observational survey data has
    consistently shown the lowest safety belt use
    among pickup truck drivers.

Purpose
  • Example
  • The purpose of this document is to provide an
  • operational plan on how ABC Police Department
  • will conduct a nighttime seatbelt enforcement
    emphasis.

Objectives
  • Example
  • The objectives for this operational plan are to
    increase nighttime seatbelt use, and decrease
    fatalities and serious injury collisions during
    the nighttime hours.
  • Officers will take a zero-tolerance approach to
    the following
  • 1. Seatbelt and child restraint usage.
  • 2. Driving under the influence of intoxicants
    and/or drugs.
  • 3. Other traffic related violations.

Date, Time, and Location
  • Include each date that you plan to conduct NTSBE.
  • Include start and end time for each NTSBE
    (recommended hours are 2200 through 0200 hrs)
  • Include the location and time of the briefing(s)
    (start and end time).
  • Include the NTSBE locations for each date and
    time.
  • Include enforcement locations and what they were
    based on
  • Local crash data
  • Traffic volumes
  • Available lighting

Required Personnel
  • Include how many Supervisors you plan to use for
    each detail.
  • Include how many Observation Officers you plan to
    use for each detail.
  • Include how many Contact Officers you plan to use
    for each detail.
  • When possible have at least one DRE Officer
    available.
  • Include how many Officers working the detail are
    SFST trained.

Equipment
  • Include that each Contact Officer working the
    NTSBE will be working in full uniform.
  • Include that they will be operating in their
    assigned patrol vehicle or on their assigned
    patrol motorcycle.
  • Include how many PBTs you will be using for each
    detail.

Reporting
  • Include that each Officer working NTSBE will
    complete the appropriate NTSBE Activity Log sheet
    and project data forms as provided.
  • Include that the Supervisor working the detail
    will be responsible for compiling the statistics
    and forwarding them to the WTSC.

Safety
  • Include that the locations will be carefully
    selected with many facets in mind, number one
    being officer safety.
  • Include that locations will be selected where
    there is ample ambient lighting from street
    lamps.
  • Consider having an escape route for the
    Observation Officer just in case a vehicle goes
    out of control.

Budget
  • Provide a detailed explanation of the budget.
  • Example
  • Our agency is requesting 2,700 and anticipates
  • providing officers for 48 hours of nighttime
    seatbelt
  • overtime on the following dates
  • May 21 4 officers, 4 hours each 16 hours
  • May 25 4 officers, 4 hours each 16 hours
  • June 2 4 officers, 4 hours each 16 hours

Enforcement Strategy
  • Proper enforcement shall be taken on every
    violator contacted.
  • Based on previous research we can assume that we
    will find a greater prevalence of social deviance
    and criminal behavior, in addition to high risk
    driving behavior, among those who do not use seat
    belts.

The Supervisor
  • Include that the Supervisor will use the
    following checklists
  • Checklist for duties of the Nighttime Seatbelt
    Enforcement Supervisor.
  • Checklist for duties of the Nighttime Seatbelt
    Enforcement Observation Officer.
  • Checklist for duties of the Nighttime Seatbelt
    Enforcement Contact Officer.

Observation Officer
  • The Observation Officer will be positioned in a
    well-lit location where he/she can observe
    slow-moving traffic and identify unbuckled
    motorists.
  • The Observation Officer will then radio ahead to
    one or two other Contact Officers.

Observation Officer cont.
  • The Observation Officer will advise the Contact
    Officer of the following
  • Color of the vehicle
  • Type of vehicle
  • Location of the unbuckled person
  • They will also keep the vehicle in constant
    visual until the Contact Officer is behind the
    vehicle.
  • The Observation Officer will inform the Contact
    Officer that the vehicle they are behind is the
    correct vehicle.

Contact Officer
  • Each Contact Officer working the NTSBE will be
    working in full uniform.
  • Contact Officers will be operating in their
    assigned patrol vehicle or on their assigned
    patrol motorcycle.
  • Violators will be contacted and given the
    appropriate enforcement.
  • Contact Officers will advise the Observation
    Officer when they are clear and ready.

    multi-jurisdictional.
  • Notify Watch Commander of the NTSBE locations.

  • Pass out and collect NTSBE Activity log sheet and
    data collection forms.
  • Compile the statistics and FAX or email them to
    the WTSC. (360-586-6489 twambold_at_wtsc.wa.gov)

To Get Reimbursed
  • Send WTSC each NTSBE Activity Log.
  • Submit an A19-1A form with an original signature
    by your agency head, commanding officer or
    contracting officer (must be mailed).
  • Attach copies of signed overtime slips or payroll
    expense records.
  • Submit a lessons learned report on how it went,
    problems or challenges.
  • Discuss sending in copies of tickets issued.

Observation Officers Checklist
  • Review the Operational Plan.
  • Review the Observation Officers duties.
  • Review NTSBE educational video.
  • Be in civilian clothes or full uniform per the
    Operational Plan. (Dont look like a bum)
  • Position yourself in a well-lit location.
  • Keep in view of the Contact Officer.
  • Give the vehicles direction of travel.
  • Inform the Contact Officer that the vehicle they
    are behind is the correct vehicle.

    unbuckled person.
  • Keep the vehicle in constant visual contact until
    contacted by the officer.
