41Introduction
The Civil Servants Pension Fund shows a dynamic
development extending the coverage as needed and
introducing ICT into everyday operations. The
development of this fund will depend largely on
external factors, i.e. the development of public
sector as a whole, its role in policy-making and
service provision as well as on the development
of the population structure. The latter factor
influencing on the development of the
organization refers to the universal problem of
early retirement ages which may hamper the
sustainability of the pension system, despite the
well developed investment policy of the Civil
Servants Pension Fund.

Social Security Research Institute (SSRI) by
doing fundamental, developmental and applied
research and in order to promote the knowledge of
welfare and social security was established in
1992 with the support of SSO. According to the
new Charter, SSRI would become the major research
institute of social security in the Middle-East.
The approach to research in the Institute is
focused on fundamental, developmental and applied
research. This Institute as a corporate
university is in consistency with the
organizational visions, missions and values to
promote the knowledge of welfare and social
security nationally and internationally.

researches and management development services
and education of the managers is the Social
Security Organization (SSO) however, the results
in the scientific and research activities of this
Institute in the theoretical issues and
fundamental research would be practical for all
the universities and scientific and research
centers. According to the fact that human capital
is the most important source of creating
scientific and knowledge values in the scientific
centers all around the world, the Social Security
Research Institute (SSRI) benefiting from
experienced forces attempts to base its functions
on the problem-solving approaches so that the

the social security organization, can use these
