Introduction
  • MIAP started as a programme in 2002
  • Strategic goal of enabling data sharing and
    driving efficiency across Education Sector -
    Collect Once, Use Many Times, Used by all
  • Operational Model completed in 2006
  • Contract for service awarded to LogicaCMG in
    January 2007
  • MIAP is three internet based services
  • A Learner Registration Service, incorporating a
    ULN
  • A Learner Record supporting by a data sharing
    interface
  • A UK Register of Learning Providers

  • Qualifications and Credit Framework
  • A new way of recognising achievement through the
    award of credit for units and qualifications
  • Provide flexible routes to gaining full
    qualifications and enables qualifications to be
    achieved in small steps
  • Being trialled over 2 phases
  • Phase 1 just complete. 27 different projects
  • Phase 2 into operation in September 2007, with
    more emphasis on volumes
  • Managed by QCA

  • Develop the knowledge and skills needed to
    progress into employment, training and further or
    higher education
  • Achieve the target set in the white paper on
    14-19 education) of 90 of 17 year-olds in full

    achieve higher level qualifications (levels 2 and
    3)
  • Improve the quality and recognition of
    qualifications in applied subjects
  • Planned for operational implementation in August
    2008

  • Provides Infrastructure to enable sharing of
    learner and learning information using standard
    keys and data definitions, including
  • a unique key for the Learner (ULN) applicable
    from age 14 for life through a Learner
    Registration Service. Directly supporting
    Minerva and QCF (and Skills Accounts) by
    providing mechanism for uniquely identifying
    individuals.
  • a unique key for learning providers (UKPRN)
    through a UK Register of Learning providers
  • Providing a Learner Record giving an aggregated
    view of learner participation and attainment
    information initially including information from
    schools and FE. Benefits learners and education
    sector as whole trusted source of information
    can be shared widely to enable personalisation of
    services enables tracking by schools and other
    providers to demonstrate progression performance
  • Managed by LSC on behalf of all partners

    in the event of refusal)

    registered learners)
  • Email Address (so learner can take advantage of
    learner user account in Release 2)

  • Middle Name (non e-GIF compliant under review
    in CDD)

    for matching output)

How can schools get ULNs?

Summary
  • MIAP launches an operational Learner Registration
    Service in September 2007
  • Schools entering learners for diplomas in 2008-09
    will require ULNs
  • Suppliers will include space for ULN
  • By October 2008 it is expected that schools will
    be able to use the KeyToSuccess service and CTF
    mechanism to get the ULNs for learners
    pre-registered via the school census and NPD
  • Suppliers are working towards being able to
    provide schools with a permanent solution via
    MIAP Portal , API or SIF.
  • In the longer term, schools will want to access
    ULNs e.g. to understand how their pupils
    progress to support third party to third party
    data sharing eg with Connexions or awarding
    bodies.
