• Care means a widespread involvement and

  human questions arising within it
• Development refers to the community which can
  develop itself and get a social and political
  dimension changing along with citizens' needs.
• Both instruments help the community to recognize,
  use, improve its own resources and build its
  territory.

  as spatial projection of economic dynamics, but
  as relation between a complex number of elements
