the 16-19 transition to LAs..
6Key dates for the transition
- National, regional local structures in place
by September 2009 - New System fully in place to
deliver by September 2010 Funding transferred to
LAs in 2010/11 - Participation age raised to 17
2013 - Participation age raised to 18 2015.
7Will probably look something like
2008/2009 - Learning Skills Council (Local
Authority) LA LSC Partnership Teams will be
working closely together with the LSC leading the
process and retaining its statutory
responsibility funding. 2009/2010 - Local
Authority (Learning Skills Council ) Same again
but this time the LA will lead and be much more
closely involved with the end product engaging
its shadow structure into the decision making -
but the LSC will retain statutory responsibility
funding.
82010/2011 - Local Authority Local Authority will
lead and own process from beginning to end and
have the funding to support commissioning
decisions.
9LSC offer for London transition
- LSC proposes to work with LAs across London have
a test run of the process beginning September
2008 - REGIONALLY LSC will align its business cycle as
closely as possible with the new proposed process - - LOCALLY Partnership Teams will work very
closely with LAs on the entire commissioning
process the details resources will be agreed
with individual boroughs as they will vary.
