Title: Recovery and Social Inclusion Setting the Scene

Recovery and Social Inclusion Setting the Scene

2
My plan for today
  • What do we mean by recovery and social inclusion?
  • Why is it important?
  • Key messages

3
Recovery
  • Recovery does not mean cure it is not an end
point recovered but a continuing journey
an ongoing process. It is a way of life. It is an
attitude and a way of approaching the days
    challenges.
  • (Deegan 1988)

4
  • An active, ongoing and highly individual
process, through which an individual is enabled
to assume responsibility for his/her life, and
develops a specific set of strategies to cope
with symptoms, and to address secondary assaults
of the disability, including stigma and
    discrimination.
  • (Piers Allott 2001)

5
Key Themes
  • Traditional view that people did not recover
    from severe mental illness.
  • Emphasis was, and still can be, on medication,
monitoring, risk avoidance and symptom control or
    reduction.
  • Resulting in low expectations and learned
    dependency.

6
  • Recovery is defined by the individual
  • It is a life-long, often complex, journey
  • Moves from a medical model of mental illness and
takes a holistic view of mental health
  • Focuses on strengths and potential rather than
    deficits and problems

7
Social Exclusion
  • What can happen when people or areas suffer from
a combination of linked problems unemployment,
poor skills, low incomes, poor housing, high
crime, bad health and family breakdown
  • Characterised by the inter relatedness of
problems that are mutually reinforcing combined
they create a fast moving, complex and vicious
    cycle
  • (SEU 1999 and 2004)

8
Three related ideas
  • Social Exclusion (structural barriers)
  • Social Inclusion (citizenship)
  • Social Capital (insurance)

Why is Recovery and Social Inclusion Important?
  • Rethink (2004) asked service users to name just
one change that would improve the quality of
    their lives
  • 62 chose non medical change
  • Improved social relationships
  • More money
  • Employment
  • End of stigma and discrimination

11
Its not the symptoms of my mental illness makes
me relapse, its the loneliness (Service User.
Reading. Guardian 05)
12
Policy Drivers
  • Choice
  • Holistic, joined up services
  • People taking control of their lives
  • Employment
  • Community based services
  • Local decisions
  • Direct payments and individualised budgets

13
Socially Excluded Adults PSA (DRAFT not
confirmed)
  • VISION
  • Increase the proportion of the most socially
    excluded adults in
  • settled accommodation
  • employment, education or training
  • Which at-risk groups?
  • adults (young people) leaving care
  • adults released from custody and on community
    sentences
  • adults in contact with secondary mental health
    services
  • adults with moderate to severe learning
    disabilities
  • Why these outcomes?
  • these outcomes provide individuals with the
foundations for getting their life back on track
  • these events are also risk factors - if
individuals are not helped they are likely to go
on to a life of entrenched exclusion
  • there is no composite measure of social
exclusion, so we have to define it using a set of
    other indicators
