- Currently, DSM operates 2 accreditation schemes
as follows - i) Skim Akreditasi Makmal Malaysia, SAMM or
Laboratory Accreditation Scheme of Malaysia - ii) Accreditation of Certification Bodies (ACB)

9THE ACB SCHEME (cont.)
- To obtain accreditation from DSM, a
certification body has to demonstrate its
competence within its area of operation (scopes),
to assess suppliers management systems to the
requirements of the internationally accepted ISO
90012000 and/or ISO 140011996 - The scopes of accreditation of certification
bodies may differ, depending on their technical
competence

accordance to ISO/IEC GUIDE 611996 General
requirements for assessment and accreditation of
certification/registration bodies and the
corresponding IAF Guidance - Will be replaced by ISO/IEC 170112004

operating management system certification in - Occupational Safety and Health (OSH)
- to Malaysian Standard (currently being
developed) or any other standards approved by the
regulatory body. - Information Security Management System (ISMS) to
MS 15372004 - (equivalent to BS 7799 Part 2)
14GOVERNMENT RECOGNITION
- Government decision on 24 July 2002 27 Oct
2004 - regulatory and supervisory agencies to recognise
the national accreditation systems implemented by
DSM. - Requirement for accreditation by Ministries and
Govt. depts. - Min. of Finance Malaysian Administrative
Modernisation and Planning Unit (MAMPU), Prime
Ministers Department - ISO 9001 certification of Govt dept and
agencies by DSM accredited CBs - Instruction by Small and Medium Industries
Development Corp. (SMIDEC) - SMEs applying for the ITAF grants for ISO 9001
and 14001 certification must obtain
certification from DSM accredited CBs. - - Tax incentive by Ministry of Finance under the
Income Tax Act 1967, section 34(6)(m) - Provides tax deductions for obtaining
accreditation from DSM for a laboratory or as a
certification body effective 2004.

- - IAF Inc. (International Accreditation Forum)
- Established in 1993
- Incorporated as a non-profit corporation in the
state of Delaware, USA, in September 1998.
18WHAT IS THE IAF?
- World association of Conformity Assessment
Accreditation Bodies and other bodies interested
in conformity assessment in the fields of
management systems, products, services, personnel
and other similar programmes of conformity
assessment.
19ROLE OF IAF
- The primary purpose of IAF is two-fold
- 1. To ensure that its accreditation body members
only accredit bodies that are competent to do the
work they undertake and are not subject to
conflicts of interest. - 2. To establish mutual recognition arrangements,
known as Multilateral Recognition
Arrangements (MLA), between its accreditation
body members which reduces risk to business and
its customers by ensuring that an accredited
certificate may be relied upon anywhere in the
world.

standards of competence and integrity, resulting
in competent and impartial accredited CBs - Harmonise accreditation procedures and their

bodies - Cooperate in the training of assessors and other
personnel - Contribute to the work of ISO and other relevant
international bodies and liaise with the regional
groups of accreditation bodies other relevant
bodies such as ILAC, ISO and industry groups - Assist emerging accreditation bodies in low and
medium income economies -
23WHAT IS THE IAF MLA
- Purpose
- To provide users in countries with IAF MLA
members, assurance that equivalent CBs in other
countries operate to the same standard as those
in their own country. - More members encouraged to join the MLA, thus
reducing costs and adding value to industry and
consumers. - IAF MLA member certificates in the fields of
management systems, products, services, personnel
relied upon in international trade. - Reduce technical barriers to trade which would
result in increased costs for importers and
consumers, reduced competition and different
standards of a product or service.
24SIGNATORIES OF IAF MLA
The IAF EMS MLA and IAF Product MLA became
operational at the MLA signing ceremony on 9
October 2004. The numbers of the signatories of
the IAF MLAs are - IAF QMS MLA 2 regional
groups and 34 ABs. - IAF EMS MLA 2 regional
groups and 28 ABs. - IAF Product MLA 2 regional
groups and 21 ABs.
25IMPROVING THE IAF MLA
- 2003 General Assembly, the IAF Guidance on ISO
IEC G61 for Cross Frontier Accreditation
approved - To be implemented by the IAF MLA Signatories by 1
May 2004. - To strengthen international network of ABs for
CRBs, encourage emerging ABs to work within the
IAF network and give confidence of local market
in foreign IAF MLA signatory AB. - MLA Committee meeting in Cape Town in 2004,
A-series documents have been successfully be
balloted, for the peer evaluation process of
regions and individual accreditation bodies,
harmonized with ILAC. - Training of peer evaluators with ILAC based on
the new 17011.
26EXTENSION OF THE IAF MLA
- There are requests from different customers to
consider the establishment of a IAF MLA for
bodies certifying persons. - The IAF Executive have formed a small Task group
to evaluate this request.
27MLA MARK REGISTRATION AND LICENSING AGREEMENTS
- The new IAF Logo and MLA Mark have been
registered. - IAF Secretary to offer Licensing Agreements
setting out specific terms and conditions for
QMS, EMS and Product MLA Signatories to be able
to use the MLA Mark. - Once licensed, ABs able to issue Sub-License
Agreements to permit their accredited
Certification Bodies to also use the MLA Mark on
their certificates. This significant step
forward has been achieved in just twelve months
from the approval of the Mark design.
28CODE OF CONDUCT FOR ACCREDITATION BODIES
- IAF GA in Bratislava in 2003 approved new IAF
Code of Conduct for IAF Accreditation Body
Members. All IAF AB members obliged to comply
with the Code of Conduct. Each Member adopts the
principles of the Code within their own
organisation, notification of the date when the
adoption was implemented is forwarded to the IAF
Secretary by the AB's Chief Executive. - These declarations added to Member's entry in the
IAF Website, information is publicly available. - Since it was published in November 2003, 32 ABs
have adopted the IAF Code of Conduct and publicly
declared this.
29On the basis of a joint MoU, a high level Joint
Working Group consisting of representatives of
IAF, ILAC and ISO, has been formed to consider
policy and operational issues of common interest
as they arise. Joint Working Group expected to
include IEC Conformity Assessment Board
representation. As part of the MoU, the ISO
Committee on conformity assessment (ISO/CASCO)
has been confirmed as the primary body within ISO
for the interface with IAF and ILAC.
MOU FOR IAF COOPERATING WITH ILAC AND ISO
30In July 2003, only 25 to 30 percent had made the
transition to the new standard IAF, ISO/TC 176
and ISO CASCO joint Communique warning expiry of
certificates by mid-December followed by another
Communique by IAF after the 2003 GA, confirming
the transition schedule. Turnaround in last
months of 2003. 85 to 90 of accredited
certified companies had revised their quality
management systems to comply with ISO 90012000.
Only 5 to 10 percent of organisations decided
not to revise their quality management systems
and are no longer seeking certification.
SUCCESSFUL CONCLUSION TO THE ISO 9001 TRANSITION
31TRANSITION FOR ISO/IEC 17011
- In July 2004, survey conducted with ILAC, on the
anticipated impact of ISO/IEC 17011 - General
requirements for accreditation bodies accrediting
conformity assessment bodies - , ? to determine
need for transition period and to find out
factors which might present problems to ABs. - A transition arrangement announced in joint
communique of IAF, ILAC and ISO, where the date
of implementation is 1 January 2006.
32MIGRATION TO ISO 140012004
- Joint IAF-ISO Communique
-
- IAF and ISO have set the expiry date for all
certificates to ISO 140011996 at 15 May 2006. - After this date the only valid accredited
certificates for EMS will be those issued against
the requirements of the new ISO 140012004
edition of the standard.
33COOPERATION OF IAF AND ILAC WITH UNIDO
- Following strategic agenda of IAF and ILAC to
support the developing countries and countries in
transition to build up the conformity assessment
infrastructure, it was agreed with UNIDO to
establish a common MoU to define a framework for
the cooperation of the three organisations in
supporting the developing countries. - That MoU signed at the Joint General Assembly of
IAF and ILAC in Cape Town in 2004.
