- HE Law adapted in 1993, amended in 1996 and
2000 - Law, by-laws /statutes, rules,
regulations, recommendations speak about
procedures, standards, criteria and mechanisms of
QA in higher education
- National Council of Higher Education is an
independent, strategic, expert advisory and
evaluating body (by law) In reality?!
7Currently, Croatian HE institutions are in the
procedure of change - new HE law - change of
the structure, organisation and management -
change of QA system

sustainable enrolment policy 2. enhancement of

- Resistance of the academic community (loss of
privileges and acquired rights

- providing relevant and broad information to the
academic community - explaining the need for change
- explaining the benefits that changes bring
- state institutions and university authorities
should support by all means changes and
development of the QA system - HE institutions should be ready to accept develop
and continuously implement high quality standards
and criteria - the QA system should respect and give incentives
by rewarding quality and excellence
