NIC Bulletin Jan-Mar 2007 What Makes an
Examination National?
23
Subject Matter Experts (SMEs)
  • A national examination program must include the
opinions and contributions of a geographic
diverse collection of subject matter experts
    (SMEs).

24
Role Delineation
  • a list of elements of knowledge, skill and
ability (KSAs) that are important to public
    protection.

25
Test Design
  • an examination content outline that also shows
the required distribution of test questions
    across elements of the outline.

26
Test Development
  • incorporates both question writing and test
assembly. As questions are written and reviewed
by a geographically diverse collection of
contributors, such differences can be identified
    and resolved.

27
Standard Setting
  • The process of standard setting is intended to
determine a minimum passing score on the
examination such that candidates scoring below
that score do not possess an adequate level of
competence with respect to public protection.

28
What do we expect from a National Examination?
  • The primary expectation
  • of a national examination
  • is reciprocity.

29
